Meeting Minutes
Meeting was called to order by Councilwoman Ristaino-Siegel at 6:01pm.
1. Roll Call
Roll call was conducted by City Clerk, Sonia Grace. Present were Councilors Hugo Figueroa, Stephanie Gonzalez, Tammi Johnson, Shelby Maldonado, Ann Racquier, and Tia Ristaino-Siegel. Councilman Robert Ferri was absent.
2. Pledge of Allegiance
Motion to add public comment was made by Councilwoman Gonzalez, seconded by Councilwoman Maldonado. Motion passed 6-0.
3. Public Comment
Thomas Lazieh, 1072 Lonsdale Ave.: Mr. Lazieh expressed his concern about the legality and precedent being set for use of liquor license on city property.
Al Romanowicz, 303 Central St, Chairman of the planning committee; supported application by business for use of The Landing. City will have information about the possibilities for other businesses.
Henry Gonçalves: Treasurer of the Madeira Club: expressed his concern about the accommodations for customers of the restaurant at the Landing. Believes patrons would need bathrooms, concerned about health and safety of the neighborhood.
4. Consideration of meeting minutes April 14, 2014
Motion to approve the meeting minutes of April 14, 2014 was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion passed 6-0.
5. Consideration of Liquor License
a. Navigant Credit Union
D/B/A Roundhouse Tavern

New Class BV Liquor License
Mr. Joe Raheb, attorney for Navigant spoke on behalf of his client. He explained the purpose of the license in allowing Navigant to more appropriately market the property.
Motion to open discussion was made by Councilwoman Racquier, seconded by Councilwoman Johnson. Motion passed 6-0.
City Clerk, Sonia Grace, explained the timeline of the license in question.
Councilwoman Ristaino-Siegel proposed an extension until end of the license year.
City Solicitor, Matt Jerzyk, explained that licenses must be picked up within 30 days and that the Board has the authority to grant an extension of such deadline.
Motion to approve the not-renewable liquor license of Navigant Credit Union was made by Councilwoman Johnson, seconded by Councilwoman Racquier. Motion passed 6-0.

New Class BV Liquor License: Site Specific
Mr. Carlos Tobon spoke on the matter. Mr. Tobon described the benefits to the city, the history of the site and recommendations that have accompanied them.
Councilwoman Ristaino-Siegel asked about the hours of operation and liability to the City regarding use of city property.
Mr. Tobon explained that he did not intend on staying open until 1am on most nights.
City Solicitor, Matt Jerzyk, recommended that the lease agreement should include a $2 million indemnification clause.
Major Dan Barzykowski of the Central Falls Police Department, said the department is always willing to work with any new businesses that come to the city.
Councilwoman Ristaino-Siegel asked about TIPS certification for employees of the restaurant. Mr. Tobon confirmed that certification will be done.
Motion to open item for discussion was made Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion passed 6-0.
Councilwoman Gonzalez expressed her support for this application and the opening of a new business in the city. She cautioned Mr. Tobon to be respectful of the neighbors of the Landing.
Councilwoman Ristaino-Siegel read letter from Councilman Robert Ferri regarding “Consideration of Liquor License Chein and Associates”
Motion to approve the license of Chein and Associates , with the revised closing hours of 12am on weekends and 11pm on weekdays, was made by Councilwoman Johnson, seconded by Councilwoman Gonzalez. Motion passed 6-0.

Transfer, New Owner Class BV Liquor License
Vera Ramos, applicant, spoke on the matter. Ms. Ramos expressed her desire to buy the restaurant from current owner.
Motion to open item for discussion was made Councilwoman Racquier, seconded by Councilwoman Maldonado. Motion passed 6-0.
Major Dan Barzykowski of the Central Falls Police Department, said that the Police Department has not had any problems with this business.
Motion to approve the license of Café Beirão, with the revised closing hours of 12am on weekends and 11pm on weekdays, was made by Councilwoman Racquier, seconded by Councilwoman Maldonado. Motion passed 6-0.
6. Consideration of event permit
Colombian American Cultural Society, Inc.

Colombian Independence Day Parade and Festival
Sunday, July 20, 2014; 12pm-7pm
Mr. Gabriel Martinez, applicant, explained that this is the same event as previous years, that all employees with be TIPS certified and that he has $1 million insurance policy.
Motion to approve the application of Colombian American Cultural Society, Inc. was made by by Councilwoman Racquier, seconded by Councilwoman Maldonado. Motion passed 6-0.
7. Adjournment
Motion to adjourn was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Meeting adjourned at 6:39pm.
