At 6:45 P.M.

A Meeting of the Central Falls Liquor Board was held on the above date in the City Hall Council Chambers at 6:50 p.m.

1. Roll Call

Councilman Issa

Councilman Patino

Councilman Leger

Councilman Weber

Mayor Matthews

Quorum present.

Council President Robert F. Weber, Jr. chaired the meeting and led the assembly in the Pledge of Allegiance.

2. Organization of Liquor Board

City Council President Weber opened the floor for nominations for Liquor Board Chairman.

Councilman Patino nominated Councilman Leger.

Council President Weber asked for other nominations. He repeated his request for other nominations. Hearing no other nominations he closed the nominations and asked the Clerk to cast one vote for Councilman Leger for Chair. After Congratulating Councilman Leger

City Council President Weber turned the meeting to the newly elected Chairman Leger.

Liquor Board Chairman Leger opened the floor for nominations for Vice-Chairman.

Councilman Weber nominated Councilman Patino. Chairman Leger asked for other nominations. He repeated his request. Hearing no other nominations he closed the nominations and asked the Clerk to cast on vote for Councilman Patino for Vice Chair.

Motion to approve was made by Councilman Weber and seconded by Councilman Issa. All agreed.

So Voted.

5. New Business

Mayor Matthews asked for a clarification on the notices sent to the licenses in violation.

Assistant City Solicitor Matthew Oliverio explained the procedure taken relative to the notice.

Mayor Matthews asked why the Notice wasn't sent to Somewhere Else relative to the Earle St. Incident.

Solicitor Oliverio explained that an independent assessment of the situation was done and it was determined that the disturbance did not take place in the establishment and that there was not sufficient evidence to support any involvement by the establishment.

Councilman Weber stated that resident in the neighborhood stated that there has never been any problem with that establishment.

Mayor Matthews responded that the incident did happen outside the establishment and asked if a disorderly house extended even outside the bar.

Solicitor Oliverio stated that in a situation of patrons leaving a bar at closing and are noisy then yes the Disorderly House would be the violation used for that type of situation.

Motion in support of the summons to appear before the Board on February 4, 2002 was made by Councilman Weber and seconded by Councilman Issa. All Agreed. So Voted.

Motion was made by Councilman Weber and seconded by Councilman Issa to adopt Robert's Rules as the rule for the Board. All Agreed. So Voted.

6. Adjourn

Motion to adjourn was made by Councilman Weber and seconded by Councilman Issa.

All Agreed. So Voted. Time 7:10 p.m.
