A meeting of the Central Falls Liquor Board was held on the above date in the City Hall Council Chambers at 6:01 p.m.

Chairman Leger chaired the meeting.
Liquor Board Meeting January 28, 2002.
Motion to accept and place on file was made by Councilman Noury and seconded by Councilman Weber. All Agreed. So Voted.
a) Annual Report of Licenses for year ending December 1, 2001.
b) Annual Report of Beverage License Violations ending December 1, 2001.
Motion to accept collectively and place on file was made by Councilman Noury and seconded by Councilman Weber. All Agreed. So Voted.
Motion to accept the correspondence from the Chief and place on file. All Agreed. So Voted.
i) Richard & Margaret Dumont
d/b/a Rick's Pub
271 Cowden St.
(Violation-Open after Hours)
Mr. Richard Dumont was present and pleaded guilty to the charge with an explanation.
Mr. Dumont stated that drinks were not served after 1:00 a.m. but that he was under the impression that the Café could remain open for 20 minutes to allow the patrons to finish their drinks. He commented on the state law. He stated that he had a staff meeting and informed his bartenders that it would be cause for immediate dismissal if they did not immediately exit after the patrons.
Mr. Dumont commented on STOP training.
Councilman Noury questioned the training program.
Councilman Weber commented on the establishment's reputation and their 21 years of business in the City. He stated that he is not minimizing the offense but he believes that Mr. Dumont is taking the proper corrective actions.
Motion was made to place incident on file for 1 year. Motion seconded by Councilman Noury.

ii) Good Friends Inc.
d/b/a Splash Snack Bar
548 Lonsdale Ave.
(Violation-Disorderly)
Maria Lamas, President of Good Friends Inc. pleaded guilty with an explanation. She explained the conduct of the patrons in the café and stated that she called the Police for assistance When the argument occurred. She stated that she is the one who took the initiative to call the Police.
Councilman Noury stated that it is her responsibility to control the establishment.
Councilman Weber questioned Mrs. Lamas.
Chairman Leger commented on the number of times that Mrs. Lamas has been before the Board.
Motion was made by Councilman Issa to suspend the license for three days and that the suspension would take place on February 21, 22, & 23rd. Motion seconded by Councilman Noury.
