At the Rise of the Council a meeting of the Central Falls Liquor Board was held on the above date in the City Hall Council Chambers at 8:55 p.m.

Quorum present.
City Clerk Elizabeth Crowley presided.
Chairwoman Crowley opened the floor for nominations.
Mayor Matthews nominated Councilman Robichaud.
Councilwoman Canavan nominated Councilman Lazieh.
Mayor Matthews asked Councilman Lazieh if there may be a problem with sitting as the Chairman of the Liquor Board.
Councilman Lazieh responded that he was aware of no reason that he could not sit as the Liquor Board Chairman.
Mayor Matthews asked Councilman Lazieh if he had an interest in the Liquor Establishment on Dexter Street.
Councilman Lazieh responded that he no longer holds a liquor license but that he and his family are the owners of the property. He commented that he was the owner during his term as Mayor and never voted on issues relative to this type of business. He said that at that time he asked for an opinion from the Legal Department.
Mayor Matthews stated that there should be some concern for this issue and commented on asking for an opinion from the Ethics Commission.
Councilman Noury stated that there might be times where anyone could find themselves in this type of position.
Assistant City Solicitor Matthew Oliverio commented that even the appearance of impropriety could disqualify a person. He stated that this is a matter for the Ethic
Commission and he would quickly draft an inquiry to them. He said to let this matter fall on the laps of the Ethics Commission.
Councilman Noury asked if the Solicitor served when Councilman Lazieh was the former Mayor.
Solicitor Oliverio responded that the issue had never been raised at that time and recommended that it be decided by the experts.
Discussion ensued.
Councilwoman Canavan asked if Councilman Lazieh could be nominated as Acting Chair.
Councilman Lazieh commented.
Chairwoman Crowley asked three times if there were any other nominations for Chair.
Nominations were closed.

Chairwoman Crowley declared that Councilman Lazieh is the newly elected Liquor Board Chairman with three votes for Councilman Lazieh 2 votes for Councilman Robichaud and one abstention and turned the Chair to the newly elected Chairman.
Councilman Robichaud requested that a Legal Opinion be made with the Ethics Commission to address the possibility of a Conflict of Interest relative to the Chairman of the Liquor Board and that copies to be made available to the Board.
Chairman Lazieh opened the floor for nominations for Vice Chair.
Mayor Matthews nominated Councilman Robichaud.
Councilman Noury nominated Councilwoman Canavan
Chairman Lazieh asked 3 times for other nominations. Nominations were closed.

Chairman Lazieh announced the voted and declared that Councilwoman Canavan is the newly elected Chairwoman Pro Tempore of the Liquor Board.
Chairman Lazieh stated that he would adopt Robert Rules.
Motion to adopt Roberts Rules and that the Chairman would control the Agenda was made by Councilman Noury and seconded by Councilman Leger.

Central Falls Police Department: Re: The following establishments serving underage persons:
Chairman Lazieh commented on the format for such a correspondence. Councilman Leger responded that he felt there is sufficient need to proceed with a summons. Councilman Noury agreed.
Motion to summons the above establishments to next Liquor Board Meeting on February 14, 2000 was made by Councilman Leger and seconded by Councilman Noury.

Motion to adjourn was made by Mayor Matthews and seconded by Councilman Robichaud.
