A Regular Meeting of the Central Falls Liquor Board was held on the above date in the City Hall Council Chambers at 9:55 p.m.

Public Hearing opened at 10:00 P.M.
Attorney Robert Brousseau was present to represent El Paisa Restaurant.
Councilman Charbonneau questioned hours of operation.
Mayor Lazieh questioned applicant.
Attorney Brousseau commented that alcoholic beverages would only be served to people entering the establishment to eat. He stated that this would not be a bar situation.
Mayor Lazieh asked if the applicants were aware of the Liquor Laws and was the establishment inspected by the building inspector and fire department.
Nancy Pelletier questioned if patrons eating would be served drinks.
Robert Pelletier asked if there was a way to monitor this type of esablishment.
Richard Muggle asked if there was a sign that could be place in establishment which stipulates that only people eating would be served.
Mayor Lazieh commented that these are restaurants not bars.
Councilman Charbonneau commented that the Board has the authority to grant the license and to take them away.
Mary Phillips asked if people could remain to drink after they had completed their meals.
Attorney Brousseau stated that the establisment would limit to 4 drinks.
Councilman Charbonneau commented on the liability to the establishment if a patron leaves the premises intoxicated.
Ann Bruen commented on the moral and legal responsibilities of establishments who serve alcoholic beverages.
Carolyn Sheehan asked why new licenses were being created.
Councilman Charbonneau commented.
City Clerk Daniel Issa explained that the bar licenses were cut from 35 to 31.
Councilman Brousseau commented.
Mayor Lazieh responded that he fully supported the reduction of Class Bv licenses and explained the difference between Bv and B ltd. licenses.
Councilman Laroche commented on the Brown Bag Law.
Robert Pelletier asked what this law was.
Councilman Charbonneau stated that he contacted the Liquor Control Administrator on the Brown Bag Law and this law allows restaurant patrons to bring their own liquor into a restaurant to consume while they are eating.

Mayor Lazieh asked Attorney Brousseau to inform his applicants of their responsibilities regarding this license.

Public Hearing:
Councilman Charbonneau asked Mr. Girard his hours of operation.
Mr. Girard told the Board that he has operated this business for twenty-five years.
Councilman Charbonneau stated that Mr. Girard was a credit to the Community.
Public Hearing opened at 10:31 p.m. there was no public comments.
Public Hearing closed 10:35 p.m.
Mayro Lazieh questioned hours and asked if Mr. Girard was aware of the minor's book.

Mrs. Pelletier asked hours of operation.
Mr. Moreau responded that his hours would be the same and that there would be a 2 drink limit. He did state that his hours may be extended on Wednesday and Fridays.
City Solicitor Muksian commented on the liquor laws pertaining to hours.

Councilman Vaudreuil asked Chairwoman Moreau to read the letter from Durfee Attleboro bank regarding lease or purchase of building.

Present was Attorney Raymond De Torre Jr. and members of the Salazar Family.
Attorney DeTorre motioned to dismiss because it lacks specificy stated that his client wasn't told that he could have a lawyer.
City Solicitor Muksian commented that sufficient notice was served and that the evidence the City has speakes for itself.
Chairwoman Moreau denys the motion. Denials entered.
Shirley Lembicz was sworn in by City Clerk Issa.
Shirley Lembicz stated that she owns property next door to this establishment. She stated that several tenants said they were moving because of the Tropicana and filed an police incident report on Sept. 3, 1991.
City Solicitor Muksian questioned incidents of September 14, 1991.
Attorney De Torre objected.
City Solicitor Muksian asked witness if there were any problems with the Tropicana on or about Sept. 3, 1991.
Shirley Lembicz responded that there is damage to cars and that she is losing her tenants. She further stated that Mr. Salazar told her that he would get security and take care of the problems. Mrs. Lembicz that she called the police several times about the problems.
Mayor Lazieh read charge.
Shirley Lembicz stated that she has lost 4 tenants and was in the process of losing a 5th tenant due to the numberous incidents. She stated that she asked Mr. Salazar to call her but he never did. She also stated that she was born in Central Falls. She stated that she sees minors leaving the premises and that her intention was to see that the neighborhood becomes peaceful.
Councilman Laroche commented.
Attorney discussion ensued.
Councilman Laroche asked if there is a policeman on duty on Friday and Saturdays.
Chief Sasso responded yes that policemen were on duty on alternating nights on weekends.
Councilman Laroche suggested that the Attorneys and Chairperson Moreau meet to resolve this matter.
City Solictor Muksian moved to dismiss the charges without prejudice.
Councilman Laroche commented that the problems had to be solved.
Mayor Lazieh commented on the importance of these proceedings and that Mr. Salazar should be sure to solve the problems and to cooperate with the Police.
Motion to dismiss without prejudice and that the Attorneys and Chairwoman Moreau would get together to work out the problem and bring this resolution back to the Council on Nov. 12th was made by Councilman Laroche and seconded by Councilman Broussea.
