CITY OF CENTRAL FALLS

REGULAR LIQUOR BOARD HEARING

MONDAY, MARCH 11, 1991 AT 8:00 P.M.

 

A Regular Meeting of the Central Falls Liquor Board was held in the City Hall Council Chambers on the above date at 8:56 P.M.

 

Roll Call present:

 

Councilman Charbonneau

Councilman Laroche

Councilman Vaudreuil

 

Quorum Present.

 

City Council President Albert O. Laroche presided.

 

Chairwoman Moreau absent due to illness.

 

Council President Laroche suggested that a new vice chairman be elected to replace the late John Sienkiewicz.

 

Motion was made by Councilman Vaudreuil to wait until a new councilperson is elected to fill the vacancy and replace the vice chairman. Motion seconded by Councilman Charbonneau. All Agreed. So Voted.

 

Motion was made by Councilman Charbonneau and seconded by Councilman Vaudreuil to accept and place on file the minutes to the previous meeting. All Agreed. So Voted.

 

CORRESPONDENCES

 

Daniel J. Issa, City Clerk; re: Liquor Establishment Hours

 

Letter read by City Clerk Issa.

 

Councilman Charbonneau questioned the legality of the last requirement of the letter which states that owners must be out of the establishment by 2:00 A.M.

 

City Solicitor George Muksian stated that he would look into the matter and ask the Liquor Control Administrator for his opinion. He stated that only the first two provisions of the letter should be enforced until the legality of the third provision could be determined.

Discussion

 

Transfer of Rustick Cafe

534 Hunt St. C.F.

 

Mr. Richard Arrighi, the former owner of this cafe, addressed the Board and informed them that Mr. Sanford used the license as collateral when the business was transferred to Mr. Sanford.

 

Paul Rheaume stated to the Board that Mr. Sanford agreed to transfer business to him Mr. Sanford owes $7500.00 to Mr. Rheaume pending the transfer of this license which was requested in January and never took place.

 

The Board was informed that the building was currently owned by the Bank when it was foreclosed last month.

 

Councilman Vaudreuil stated that the present owner of the license, Mr. Sanford, was not able to attend the meeting because he was in Florida. It was further stated that the building is closed and not operating.

 

Councilman Vaudreuil asked City Solicitor Muksian to comment.

 

City Clerk Issa commented on disposition.

 

George Muksian commented and questioned Mr. Rheaume.

 

City Solicitor Muksian commented on the right of the City to recall a license when it is not being used.

 

Councilman Laroche suggested that the Attorney for Mr. Sanford be served.

 

Councilman Vaudreuil asked about a special meeting.

 

Councilman Laroche requested that City Solicitor Muksian ask the Liquor Control Administrator on the matter.

 

The Chair will call the next meeting for this matter.

 

Motion to adjourn was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed.
