A Regular Meeting of the Central Falls Liquor Board was held in the City Hall Council Chambers at 10:30 P.M.

Motion to accept and place on file was made by Councilman Charbonneau and seconded by Councilman Brousseau.

Jimbo's Cafe Inc. d/b/a Tropicana Night Club extend hours to 2:00 A.M. on Christmas Eve. 12/24/91 and New Year's Eve. Dec. 31, 1991.
Mr. Salazar addressed the Board and explained that he was having parties on both evenings and requested that his hours be extended with the bar to close at 1:00 A.M.
Mayor Lazieh asked if there would be a policeman on duty for both evenings.
Mr. Salazar responded no. He estimated that there would be approximately forty to fifty couples on these nights.
Councilman Charbonneau commented.
Councilman Laroche commented.
Councilman Brousseau commented.
Chairwoman Moreau commented.
Motion to approve subject to on duty policeman was made by Councilman Brousseau and seconded by Councilman Charbonneau.
Mr. Salazar commented.
Councilman Laroche commented that there was no reason not to have a policeman.
City Solicitor Muksian questioned Mr. Salazar.
Mr. Salazar withdraws his request.
Councilman Brousseau withdraw his motion and second withdrawn by Councilman Charbonneau.

Daniel J. Issa, City Clerk read history of Summons and License transfer.
Mayor Lazieh spoke to Mr. Rheaume and asked him to attend this meeting.
Councilman Laroche commented that Mr. Rheaume never had this license and never met the conditions of the Liquor Board.

Motion was made by Councilman Brousseau to revoke the conditional transfer given on April 22, 1991. Seconded by Councilman Charbonneau.

Attorney william Burke was present to represent Mr. Duffin.
Chairwoman Moreau opened the meeting to a Public Hearing at 10:50 A.M.
Mr. John Duffin of 167 Jenks Ave. addressed the Board and told them that he had purchased the building on Hunt St. He stated that he wanted a neighborhood pub, clean and quiet.
Mayor Lazieh asked why he wasn't at the last meeting.
Mr. Duffin explained that he marked the wrong date in his book.
Councilman Charbonneau questioned previous action by the Board relative to denying any license at this location.
City Solicitor George Muksian commented on the Order from the Liquor Control Administrator.
Councilman Charbonenau questioned the City Solicitor.
Councilman Brousseau commented.
Councilman Laroche commented.
Louis Paquette, jr. asked if abuttors were re-notified of this meeting.
Chairwoman Moreau responed that a public hearing was held and that people spoke then.
Mayor Lazieh commented on agenda.
Louis Paquette commented and asked Mr. Duffin about parking in the area.
Mr. Duffin responded.
Mr. Paquette further discussed the area and asked City Solictor Muksian about the license renewal process.
Chairwoman Moreau responded to Mr. Paquette's questions.
Discussion ensued relative to history of location and Mr. Sanford's role in the establishment.
George Muksian stated that the Board first must act on the renewal of Mr. Duffin's license and then on the transfer request.
Councilman Laroche recapped situation and commented that the questioned was on transfer.
Public Hearing closed at 11:10 p.m.
Attorney Burke stated that the Board should act on the renewal first as stipulated by the Liquor Control Administrator.
Motion to approve renewal of license was made by Councilman Brousseau as seconded by Councilman Charbonneau.

Councilman Laroche and Chairwoman Moreau clarified their votes and stipulated that the license had not been in use for a period of time.
Mayor Lazieh asked City Solicitor Muksian about zoning.
George Muksian commented on zoning.
Councilman Brousseau stated that the Bank has owned the property for some time and that the bar hasn't been in operation.
George Muksian commented on mix-up of owner of the property.
Motion to approve transfer was made by Councilman Brousseau and seconded by Councilman Charbonneau.

Motion to approve subject to 2 policemen on duty from 8:00 p.m. to 1:00 p.m.
Councilman Charbonneau questioned George Muksian on Colombian Assoc. license.
Discussion ensued.
