REGULAR LIQUOR BOARD MEETING
MONDAY, MARCH 12, 1990
A Regular Meeting of the Central Falls Liquor Board was held on the above date in the City Hall Council Chambers at 10:15 P.M.

Quorum Present.
Chairperson Sandra Moreau presided.
Motion was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau to accept the minutes to the previous meeting. All Agreed. So Voted.
Daniel J. Issa, City Clerk- Annual Report of License Granted, transferred and Violations 1989.
Motion to accept and place on file was made by Councilman Sienkiewicz and seconded by Councilman Charbonneau and Mayor Lazieh. All Agreed. So Voted.
Estate of Mary E. Zajac d/b/a White Front Cafe at 806-810 Broad St. C.F.
to
1374 Corporation d/b/a Iberia Restaurant at 1374 Broad St., C.F.
Thomas Almeida, Esq. was present to represent the transferee and Edward Gnys was present to represent the transferor.
Chairperson Sandra Moreau opened the meeting to a public hearing at 10:17. Public Hearing closed at 10:18.
Councilman Sienkiewicz questioned Thomas Almeida regarding the Business. Thomas Almeida stated that the business is presently a restaurant and the transferee will continue to operate a restaurant at this location.
Mayor Lazieh recommended that the transfer be tabled for reasons that there are pending legal matters pertaining to the Redevelopment Agency that should be addressed before the granting of this license.
Mr. Gnys explained that he was holding a deposit from the Redevelopment Agency for the property owned by the Estate of Mary Zajac. He further stated that the deposit would be returned to the Mayor immediately. Mr. Gnys suggested that perhaps a motion to transfer could be made subject to the return of the deposit.
Councilman Charbonneau stated that he had no problem with the transfer.
Motion to defer was made by Councilman Vaudreuil and seconded by Councilman Laroche.

Rustick Brothers Inc.

Richard Sanford, President of Rustick Brothers waived his right to an Attorney and entered a plea of guilty.
City Solicitor George Muksian asked that Captain Robert Sasso of the Central Falls police Department be sworn in by City Clerk, Daniel Issa. So Sworn.
Captain Sasso read the Police incident reports relating to Rustick Cafe. He also stated that the problems at the cafe were esculating not ceasing. He recommended that the Liquor Board suspend the license for a period of 5 to 7 days.
Councilman Vaudreuil asked Mr. Sanford for his comments on the Police reports.
Mr. Sanford commented on the operation of his business and stated he was trying to take care of the problems at the cafe. He also stated that he felt a 5 to 7 day suspension was very stiff.
City Solicitor told the Liquor Board that R.I.G.L. 3-5-21 allows the Board to impose fines of up to $500. instead of suspensions for each offense.
Motion was made by Councilman Vaudreuil and seconded by Councilman Charbonneau to suspend the license for 3 days. All Agreed. So Voted.
Mr. Sanford waived his right to appeal so that the suspension could take place as soon as possible.
Motion to suspend the license on Monday, March 18, Tuesday, March 19, and Wednesday, March 20, 1990 was made by Councilman Vaudreuil and seconded by Councilman Laroche. All Agreed. So Voted.
Hackers Pub Inc.
Pending the Estate of Laura Lorette

Central Falls, R.I.
Attorney Michael Horan represented his clients Hackers Pub Inc. and asked that a continuance be made pending the actions of District Court.
Councilman Laroche asked how long the pre-trial would take in District Court.
Attorney Horan explained that it would be three to four weeks before a pre trial would take place.
City Solicitor George Muksian stated that he had no problem with a continuance.
Motion to continue was made by Councilman Charbonneau and seconded by Councilman Vaudreuil. All Agreed. So Voted.
Motion to adjourn was made by Councilman Charbonneau and seconded by Councilman Sienkiewicz. All Agreed. So Voted. Time 10:59 P.M.
