REGULAR LIQUOR BOARD MEETING
MONDAY, AUGUST 27, 1990
A Regular Meeting of the Central Falls Liquor Board was held in the City Hall Council Chambers on the above date at 11:00 p.m.

Quorum Present.
Councilman Sienkiewicz absent due to illness.
Chairwoman Sandra Moreau presided.
Motion to accept and place on file the minutes to the previous meeting was made by Councilman Charbonneau and seconded by Mayor Lazieh. All Agreed. So Voted.
Lucien L. Masse, President E1 Gee Product Co. re: Objection to any transfer or renewal of liquor license belonging to Orisonte Lounge for outstanding debt in the amount of $865.42.
Motion to accept and place on file was made by Mayor Lazieh and seconded by Councilman Charbonneau. All Agreed. So Voted.

City Clerk Daniel J. Issa read the violation which occured on diverse dates, to wit, May 3, 1990 and May 18, 1990 of the sale and delivery of Alcoholic beverages to underaged persons in violation of section 3-8-1 of the R.I.G.L.
Chairwoman Moreau opened the meeting to a public hearing at 11:03 p.m.
Robert D. Watt, Jr. Esq. is the Attorney representing American Colombian Liquors and entered the following plea: for violation on May 3, 1990 guilty, for violation of May 18, 1990 innocent.
City Solicitor George Muksian commented and stated that the May 18, 1990 violation should be dismissed because witness couldn't be located and this violation was addressed in District Court where heavy fines were imposed. He further recommended that the Board consider sanctions on the May 3, 1990 violation.
Attorney Watt commented on the may 3rd incident and stated that a new system had been implemented, further, two employees were on duty at all times. He commented that no incidents have occured since this system has been implimented. Deputy Chief John Fram affirmed that the establishment has had no problems since they instituted the new system.

City Solicitor Muksian commented.
Councilman Charbonneau moved that the May 18, 1990 violation be dismissed. Mayor Lazieh seconded the motion on the recommendation of the City Solicitor.
Councilman Vaudreuil and Councilman Laroche voted no. Motion carries 3 -2.
Councilman Charbonneau commented.
Attorney Watt commented that the problem is rectified.
Councilman Charbonneau moved to issue warning to American Colombian Liquors. No second.
Motion was made by Mayor Lazieh and seconded by Councilman Charbonneau to the admission of guilt on the May 3, 1990 charge. All Agreed. So Voted.
Councilman Laroche commented.
City Solicitor Muksian commented.
Motion was made by Councilman Laroche and seconded by Councilman Vaudreuil to assess a fine of $1000.00 for the violation.
Councilman Charbonneau commented that he thought the fine was too harsh.

Councilman Charbonneau commented and moved to issue a warning. no second.
Deputy Fram recommended a three day suspension.
Councilman Laroche addressed the Chair regarding the penalty.
Chairwoman Moreau stepped down to make a motion.
Motion was made by Councilwoman Moreau and seconded by Mayor Lazieh to suspend the license for 2 days.
Discussion continued.
Mayor Lazieh commented.
Mayor Lazieh recommended a $200.00 fine with a 2 day suspension.
Councilwoman Moreau amended her motion to include a $200.00 fine. Seconded by Councilman Charbonneau.

Discussion on when suspension was to take place followed. Attorney Watt waived notice and 10 day appeal on behalf of his clients.
Mayor Lazieh recommended Sept. 6 & 7.
Motion was made by Councilman Vaudreuil and seconded by Councilman Charbonneau to suspend for 2 days August 27th & 29th the license of American Colombian Liquors.

It was ordered that the check for $200.00 fine was to be paid in 5 days.

Motion to adjourn was made by Mayor Lazieh and seconded by Councilman Charbonneau. All Agreed. So Voted. Time 11:40 P.M.
