Council President Pro Tempore Alberto DeBurgo called the meeting to order at 6:02 p.m.
City Clerk Alberto DeBurgo conducted the roll call.
Present were Councilpersons Baena, Peguero, and Rivas Lugo. Councilperson Kazarian arrived at 6:06 p.m.
Absent were Council President Ferri and Councilperson Rosado-Martinez.
Council President Pro Temp Alberto Rivas led the Council in the Pledge of Allegiance
Tentative Agreement between the City of Central Falls and Local 1485 International Association of Fire Fighters (IAFF)
a. Proclamation by the Mayor of the City of Central Falls Proclaiming April 26-May 2, 2026, as Central Falls Apprenticeship Week.

a. Consideration of the Tentative Agreement between the City of Central Falls and Local 1485 International Association of Fire Fighters (IAFF)
The Council may vote on this item
Attorney Charles Ruggeri addressed the Council and provided an overview of the tentative agreement between the City of Central Falls and Local 1485 International Association of Fire Fighters (IAFF). Attorney Ruggeri responded to questions from Council members regarding various provisions of the agreement.
Finance Director Mary Signer also addressed the Council and answered questions concerning the financial impact and budgetary considerations associated with the agreement.
A motion to approve the Tentative Agreement was made by Councilperson Solano and seconded by Councilperson Peguero.
Council President Pro Tempore Rivas Lugo called for a roll call vote. The motion passed unanimously, with Councilpersons Baena, Kazarian, Peguero, and Solano, as well as Council President Pro Tempore Rivas Lugo, voting in the affirmative.
a. A Resolution Authorizing the Mayor and/or the City Solicitor to effectuate the Acquisition of 0 Noel Court, Central Falls, RI 02863 (Assessor’s Plat 3, Lot 3F) by voluntary donation for the purpose of formally designating the property as a public street and right-of-way. (Councilperson Rivas-Lugo)

City Solicitor Matt Jerzyk addressed the Council and provided an overview of the resolution, including its purpose and intended effect. Finance Director Mary Signer offered additional information regarding the resolution and its fiscal implications.
Solicitor Jerzyk also responded to questions from Councilperson Baena regarding the provisions and implementation of the resolution.
A motion to approve was made by Councilperson Peguero and seconded by Councilperson Kazarian. Council President Pro Tempore Rivas Lugo called for a roll call vote. The motion passed unanimously, with Councilpersons Baena, Kazarian, Peguero, and Solano, as well as Council President Pro Tempore Rivas Lugo, voting in the affirmative.
b. A Resolution in Support of Legislation Amending R.I. Gen. Laws § 45-21.4-2 Relating to Pension Benefits for Active Central Falls Police Officers and Firefighters. (Councilperson Rivas-Lugo by request)

Attorney Charles Ruggeri addressed the Council and provided background information regarding the resolution. He explained the purpose of the proposed legislation and its potential impact on pension benefits for active Central Falls police officers and firefighters. Attorney Ruggeri also outlined the rationale for the City’s support of the legislative amendment.
A motion to approve was made by Councilperson Kazarian and seconded by Councilperson Baena. Council President Pro Tempore Rivas Lugo called for a roll call vote. The motion passed unanimously, with Councilpersons Baena, Kazarian, Peguero, and Solano, as well as Council President Pro Tempore Rivas Lugo, voting in the affirmative.
c. An Ordinance Regarding Apprenticeship Utilization on Public Construction Projects. -Introduction (Councilperson Rivas-Lugo by request)
