Council President Robert Ferri called the meeting to order at 6:00 p.m. and directed City Clerk Alberto de Burgo to conduct the roll call. Present were Councilpersons Tatiana Baena, Kevin Kazarian, Rafael Peguero, Alberto Rivas-Lugo, Laurilim Rosado-Martinez was absent from the meeting, and Council President Ferri.

a. Meeting minutes of June 9, 2025, Council Meeting
The Council may vote on this item
A motion to approve was made by Councilperson Baena and seconded by Councilperson Rivas-Lugo. The Motion passed 5-0.

a. Consideration of appointment, by Mayor Maria Rivera of John Marenzana,
396 Roosevelt Ave, Central Falls, RI 02863 of to the newly constituted Central Falls Combined Planning and Zoning Board with a term to expire January 1, 2027.

Chief of Staff to Mayor Maria Rivera, Robert Kermes, provided the Council with context on the appointment. Planning Director Jim Vandermillin responded to questions from Council members. Councilperson Baena moved to approve the appointment of John Marenzana, with Councilperson Kazarian seconding. The motion carried unanimously, 5–0.
b. Consideration of appointment, by Mayor Maria Rivera of Kevin A. Marchand of 54 Perry Street, Central Falls RI 02863, to the newly constituted Central Falls Combined Planning and Zoning Board with a term to expire January 1, 2028

A motion to approve the appointment was made by Councilperson Rivas-Lugo and Seconded by Councilperson Peguero. The Motion passed 5 to 0.
c. Consideration of appointment, by Mayor Maria Rivera of Daniel Klotz of 111 Tremont Street, Central Falls, RI 02863 to the newly constituted Central Falls Combined Planning and Zoning Board with a term to expire January 1, 2029.

Councilperson Rivas-Lugo moved to approve the appointment of Daniel Klotz to the Combined Planning and Zoning Board. The motion was seconded by Councilperson Kazarian and passed unanimously, 5–0.
d. Consideration of appointment, by Mayor Maria Rivera of Hugo Figueroa of 757 High Street, Central Falls, RI 02863, to the newly constituted Central Falls Combined Planning and Zoning Board with a term to expire January 1, 2030.

Councilperson Rivas-Lugo moved to approve the appointment of Hugo Figueroa to the Combined Planning and Zoning Board. The motion was seconded by Councilperson Baena and passed unanimously, 5–0.
e. Consideration of appointment, by Mayor Maria Rivera of Ann Peckham of 149 Perry Street, Central Falls, RI 02863, to the newly constituted Central Falls Combined Planning and Zoning Board with a term to expire January 1, 2030.

Councilperson Baena moved to approve the appointment of Ann Peckham to the Combined Planning and Zoning Board. The motion was seconded by Councilpersons Rivas-Lugo, and Kazarian. The motion passed unanimously, 5–0.

Councilperson Rivas-Lugo moved to approve the departmental financial reports. The motion was seconded by Councilperson Kazarian and passed, 5–0.
b. Consideration of the Tentative Agreement between the City of Central Falls and Local 1485 International Association of Fire Fighters (IAFF)

Attorney Charles Ruggiero addressed the Council, providing context on the agreement and answering related questions. Councilperson Rivas-Lugo moved to approve the tentative agreement, seconded by Councilperson Baena. The motion passed unanimously, 5–0. Council President Ferri called for a roll call vote:

Attorney Charles Ruggiero provided the Council with background on the agreement and responded to their questions. A motion to approve the tentative agreement was made by Councilperson Rivas-Lugo, seconded by Councilperson Kazarian. Council President Ferri called for a roll call vote:

Major Carroll of the Central Falls Police Department addressed the Council regarding public safety concerns. Deputy Daniel Petrin of the Fire Department expressed concerns related to the adequacy of emergency exits. Mr. Carmona addressed the Council to request an extension of his license. Councilperson Baena made a motion to approve a three-month extension, seconded by Councilperson Rivas-Lugo. The motion carried unanimously, 5–0.
