Council President Ferri opened the meeting at 6 pm

City Clerk Alberto de Burgo conducted the roll call, which included Councilperson Tatiana Baena, Councilperson Kevin Kazarian, Councilperson Rafael Peguero, Council President Pro Temp Franklin Solano, and Council President Robert Ferri. Councilperson Meaghan Levasseur, and Councilperson Laurilim Rosado-Martinez were absent from the meeting. The meeting achieved the necessary quorum.
Council President Ferri led the City Council in the pledge of allegiance.

a. Meeting minutes from April 8, 2024, Council Meeting
Councilperson Baena proposed a motion for approval, which Councilperson Solano seconded. The motion passed unanimously with a vote of 5 to 0.

a. A Mayoral Proclamation Commemorating the Groundbreaking of the New Central Falls High School
The Council President announced the receipt of the Mayoral Proclamation to the City Council.

a. Citation in Recognition of Afterschool Professionals Appreciation Week honoring Elizabeth Berry, Project Goal (presented by Councilperson Baena)
Councilperson Baena emphasized Ms. Berry's substantial impact on Central Falls students in the After-School Program, particularly through her involvement with Project Goal.
b. Citation in Recognition of Afterschool Professionals Appreciation Week honoring Alexis Kutenplon-Rayess, Segue Institute for Learning (presented by Councilperson Baena)
Councilperson Baena commended Ms. Kutenplo-Reyes from Segue Institute for Learning for her ongoing dedication to students in the after-school program. She emphasized the significance of this work and its positive impact on the students of Central Falls.
c. Citation in Recognition of Afterschool Professionals Appreciation Week honoring Debra Lough, Central Falls School District (presented by Councilperson Baena)
Councilperson Baena acknowledged Ms. Lough from the Central Falls School District for her unwavering commitment to the students of Central Falls and her contributions to the city's after-school programs.
d. Citation in Recognition of Afterschool Professionals Appreciation Week honoring Sorangel Peguero, City of Central Falls (presented by Councilperson Baena)
Councilperson Baena commended Ms. Peguero, the After-School Coordinator for the City of Central Falls, for her dedication and significant contributions to the students of Central Falls through various after-school programs.

e. Amendment to the Central Falls Zoning Ordinance creating the New OSRAM Mixed Use Special Overlay District-Introduction (Ferri by Request)
The Council President formally introduced the ordinance proposing Amendment to the Central Falls Zoning Ordinance, which establishes the New OSRAM Mixed-Use Special Overlay District, to the Council.
Councilmember Baena motioned to adjourn the meeting, which was seconded by Councilmember Solano. The meeting concluded at 6:10 pm.
Pursuant to Rhode Island General Laws § 42-46-4, the City Council reserves the right to convene in executive session on any of the aforementioned items for one or more of the purposes listed in Rhode Island General Laws § 42-46-5(1)-(10)
