Council President Ferri called the meeting to order at 6:00pm
City Clerk, Jahaira Rodriguez conducted the roll call. Present were Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian, Councilperson Tatiana Baena, Councilperson Franklin Solano and Council President Robert Ferri. Councilperson Rafael Peguero, and Councilperson Rosado-Martinez were not present.
Council President Ferri lead the City Council in reciting the Pledge of Allegiance
Tia Ristaino Seigel of 14 Worth St. addressed the Council regarding the landing.

Margaret Romanowski of 587 High St. Central Falls addressed the Council on behalf of the St. Joseph’s Church. Motion to approve entertainment & F1 license for St. Joseph’s Church was made by Councilperson Solano; Seconded by Councilperson Kazarian. Motion passed 5,0.

Mathew Jerzyk, City Solicitor addressed the council city’s recommendation. Motion to refer to the RI Interlocal Trust was made by Councilman Solano; Seconded by Councilman Kazarian. Motion carried 5,0.
A. Resolution in support of the 2023 Central Falls Legislative Agenda (House Bill No. 5946, House Bill No. 5976, House Bill No. 6126, Senate Bill No. 510, Senate Bill No. 544, Senate Bill No. 656)-(Ferri)
Matthew Jerzyk, City Solicitor spoke to the council concerning the resolution and the bills referenced in the resolution. Motion to approve was made by Councilperson Baena and Seconded by Councilperson Levasseur. Motion passed 5,0.
B. Resolution Approving the sale from the City of Central Falls to Tai-O Landing, LLC for 1420 Broad Street, Assessors Plat 3 lot 62-(Ferri)
Matthew Jerzyk, City Solicitor spoke on the resolution and the lease to purchase agreement in place since 2017. He answered questions from the council concerning the resolution.
Motion to table until the April 10th Council meeting was made by Councilperson Baena; Seconded by Councilperson Kazarian.

C. Ordinance Requiring Police Detail for Business Open after 1:00AM-(Kazarian)-2nd Reading- (Public Hearing)
Chief Scott Mello, Central Falls Fire Department, addressed the Council with the Fire Departments concerns regarding the Ordinance.
Captain John Carroll, Central Falls Police Department, addressed the Council and answered questions concerning the Ordinance.
Council President Robert Ferri addressed the Council regarding the Ordinance.
Motion to table the approval of the Ordinance requiring Police Detail for businesses open after 1:00am until May was made by Councilperson Kazarian ; Seconded by Councilman Solano. Roll call vote; Councilperson Levasseur: yes; Councilman Kazarian: yes; Council person Baena: yes; Councilperson Solano: yes; Council person Ferri: yes. Motion to table passed 5,0.
A. Brief Update on Municipal Energy Aggregation Program by Central Falls Planning Department.
Jim Vandermellin, Deputy Planning Director for the City of Central Falls, gave a brief presentation to the Council regarding the municipal energy aggregation program.
Jaime Rhodes, Consultant, Good Energy, answered questions from the Council.
