Council President Ferri Opened the meeting at 5:33pm

 

       I.            Roll Call

 

City Clerk Alberto de Burgo, Conducted roll call. Present were Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian, Councilperson Tatiana Baena, Councilperson Franklin Solano, Councilperson Rafael Peguero, Councilperson Laurilim Rosado-Martinez and Council President Robert Ferri.

 

     II.            Pledge of Allegiance

 

Council President Ferri led the Council in the Pledge of Allegiance

 

  III.            Public Comment

None

 

   IV.            Approval of Records

a.       Special City Council meeting minutes May 8, 2023

A motion to approve the minutes from May 8th, 2023, Special City Councilwas made by Councilperson Solano, Seconded by Councilperson Levasseur.

                        Roll Call Vote:  

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Baena: yes; Council President Ferri: yes.  Councilperson Rosado- Martinez refrained from voting because she was not present for the full Mayoral Budget address.  Motion passed 6,0.

b.      City Council meeting minutes May 8, 2023

A motion to approve the minutes from May 8th, 2023, Council Meeting was made by Councilperson Levasseur, Seconded by Councilperson Solano.

Councilperson Baena asked some questions of the City Clerk Alberto de Burgo concerning the minutes of May 8th.

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Baena: yes; Councilperson Rosado-Martinez: yes; Council President Ferri: yes.  Motion passed 7,0.

A motion to approve minutes from the Special Council Meeting from May 15th was made by Councilperson Levasseur; Seconded by Councilperson Solano

            Roll Call Vote: 

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Baena: yes; Council President Ferri: yes.  Motion passed 5,0.

Councilperson Peguero and Councilperson Rosado-Martinez were not present for the May 15th meeting.

 

d.      Special City Council meeting minutes May 17, 2023

A motion to approve minutes from the Special Council Meeting from May 17th was made by Councilperson Levasseur; Seconded by Councilperson Kazarian

            Roll Call Vote: 

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Rosado-Martinez: yes; Council President Ferri: yes. Motion passed 6,0.

Councilperson Baena refrained from voting. She was not present for the May 17th meeting.

A motion to approve minutes from the Special Council Meeting from May 22nd was made by Councilperson Baena; Seconded by Councilperson Solano

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Baena: yes; Council President Ferri: yes.  Motion passed 6,0.

Councilperson Rosado-Martinez refrained from voting.  She was not present for the May 22nd meeting.

 

     V.            Executive Communications

    1. Proclamation proclaiming the First Friday in June to be National Gun Violence Awareness Day.

b.      Consideration of appointment by Mayor Maria Rivera, of Alberto A. Cardona, Jr. to the Central Falls Juvenile Hearing Board term to expire June 5th, 2026.

Motion to approve was made by Councilperson Levasseur; Seconded by Councilperson Baena.  Councilperson Rosado-Martinez recused herself from voting because of a conflict.  Motion passed 6,0.

 

    1. Consideration of appointment by Mayor Maria Rivera, of Roberto Rivera to the Central Falls Juvenile Hearing Board; term to expire June 5th, 2026.

Motion to approve was made by Councilperson Kazarian; Seconded by Councilperson Baena.  Councilperson Rosado-Martinez recused herself from voting because of a conflict.  Motion passed 6,0.

 

d.      Consideration of appointment by Mayor Maria Rivera, Mavy Pineda, to the Central Falls Juvenile Hearing Board; term ending June 5th, 2026.

Motion to approve was made by Councilperson Kazarian; Seconded by Councilperson Baena.  Councilperson Rosado-Martinez recused herself from voting because of a conflict.  Motion passed 6,0.

 

   VI.             Schedule of Bills-Hearing and/or consideration

a.       FY24 Annual Operation Budget Ordinance-General Fund (Ferri, by request)-PUBLIC HEARING-1st Reading.

A motion to approve was made by Councilperson Kazarian; Seconded by Councilperson Solano.  Under public comment: Ms. Tia Ristano-Siegel of 14 Worth St. Central Falls addressed the Council concerning the annual budget.  Under discussion Councilperson Baena spoke to the council concerning the budget.  Councilperson Peguero and Councilperson Solano made comments about the budget.

Mary Signer, Director of Finance, answered questions from the council pertaining to the annual operating budget.  Council President Ferri commented the on-budget ordinance.

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Baena: yes; Council President Ferri: yes.  Motion passed 5,0. Councilperson Peguero and Councilperson Rosado-Martinez recused from voting.

 

b.      Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service (Ferri, by request)- PUBLIC HEARING-1st Reading.

A motion to approve was made by Councilperson Levasseur; Seconded by Councilperson Rosado-Martinez.  Under discussion Councilperson Baena addressed the council concerning the ordinance.

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Baena: yes; Councilperson Rosado-Martinez: yes; Council President Ferri: yes.  Motion passed 7,0.

 

c.       Ordinance Amending the Wage Schedule Generally (Ferri, by request)-PUBLIC HEARING-1st Reading.

Motion to Approve was made by Councilperson Solano; Seconded by Councilperson Kazarian.

    1. Annual Capital Budget Program and Capital Budget Ordinance (Ferri, by request)-PUBLIC HEARING-1st Reading.

Motion to Approve was made by Councilperson Solano; Seconded by Councilperson Kazarian. Councilperson Baena addressed the council pertaining to the Capital budget.

    1. Ordinance Amending the Fee   Schedule (Ferri, by request)-PUBLIC HEARING-1st Reading.

Motion to substitute with Sub A was made by Councilperson Levasseur; Seconded by Councilperson Peguero.

Councilperson Levasseur: yes; Councilperson Kazarian: yes; Councilperson Solano: yes; Councilperson Peguero: yes; Councilperson Baena: yes; Councilperson Rosado-Martinez: yes; Council President Ferri: yes.  Motion passed 7,0.  City Solicitor Matt Jerzyk gave the Council an explanation for Sub A.  A motion to approve the Sub A was made by Councilperson Levasseur; Seconded by Councilperson Bena and Councilperson Peguero.

    1. Ordinance creating the Business Tangible Property Exemption (Ferri, by request)-PUBLIC HEARING-1st Reading.

Motion to Approve was made by Councilperson Kazarian; Seconded by Councilperson Rosado-Martinez. City Solicitor Matt Jerzyk answered questions from the Council.

Motion to Adjourn was made by Councilperson Baena; Seconded by Councilperson Solano.  Meeting adjourned at 6:47 pm
