Council President called the meeting to order at 6:01pm

 

       I.            Roll Call Video

City Clerk, Jahaira Rodriguez conducted the roll call. Present were Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian, Councilperson Rafael Peguero, Councilperson Rosado-Martinez, Councilperson Franklin Solano and Council President Robert Ferri. Councilperson Tatiana Baena was not present.

 

   II.            Pledge of Allegiance Video

Council President lead the Council in reciting the Pledge of Allegiance.

            Council President commend all the Department Heads for the job well done.

Motion to approve this appointment was made by Councilperson Solano, seconded by Councilperson Solano, seconded by Councilperson Peguero. Motion carried 5,0. Note: Councilperson Rosado-Martinez recused herself.

 

            i.  Presentation by Logan Torres to discuss the Central Falls Climate Action Plan (Draft) Video

            Logan Torres gave the Council a presentation about the Climate Action Plan for the City.

 

            j.  Presentation by Marcum regarding the FY 2022 Audit Video

Erica from Marcum gave a presentation to the Council regarding the FY 2022 Audit results.

 

 VI.            Schedule of Bills-Hearing and/or Consideration Video

 

a.  Resolution Supporting Legislation Authorizing Central Falls to utilize Bond Premium for School Projects via Amending Chapters 106 and 107 of the Local Acts of 2021 both Entitled “An Act Relating to School Construction and Financing in the City of Central Falls and Authorizing the City of Central Falls to issue not to exceed $5,760,000 General Obligation Bonds, Notes and other Evidences of Indebtedness to Finance the Construction, Renovation, Improvement, Alteration, Repair, Furnishing and Equipping of Schools and School Facilities in the City”-(Levasseur)

 

Motion to approve this Resolution was made by Councilperson Kazarian, seconded by Councilperson Solano. Motion carried 6,0.

City Solicitor Jerzyk explained the resolution to the Council.          

 

b.  Resolution in Support of General Assembly Legislative Action Towards the Development of Housing and Amending Land Use Laws-(Solano)

 

Motion to approve this Resolution was made by Councilperson Kazarian, seconded by Councilperson Rosado-Martinez. Motion carried 6,0.

 

c.  Ordinance Requiring Police Detail for Businesses Open after 1:00AM-(Kazarian, Rosado-Martinez)-1st Reading

OPEN PUBLIC HEARING: No one signed up to speak during public hearing.

Roll call vote: Councilperson Levasseur: Yes, Councilperson Kazarian: Yes, Councilperson Peguero: Yes, Councilperson Rosado-Martinez: Yes, Councilperson Solano: Yes and Council President Ferri: Yes. Motion carried 6,0.
