Council Vice-President Solano called the meeting to order at 6:06pm

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Tatiana Baena, Councilperson Glendaliz Colon, Councilperson Robert Ferri, Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian and Councilperson Franklin Solano. Council President Jessica Vega walked in the meeting at 6:12pm.

Councilperson Solano lead the Council in reciting the Pledge of Allegiance.

Lorraine Savard, 76 Emmett Street, Central Falls, RI spoke about water puddles on Governor Almond Park and is dangerous to walk in. She felt and hurt herself. Wants to know about the MOU with the compassion center and is upset that we are building a high school in polluted area.
Angelo Marin, 81 Rand Street, Central Falls, RI spoke about the problems he faces with tenants and trash. There are high taxes in the City and to fine the owner is not fair. There should be a warning system before an actual fine. City Solicitor, Matthew Jerzyk spoke on the law regarding this matter.

Motion to approve the meeting minutes of July 11, 2022, was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 6,0. Councilperson Levasseur recused herself from the hearing.

Motion to approve the meeting minutes of July 13, 2022, was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 6,0. Councilperson Baena recused herself from the hearing.

Motion to approve this petition was made by Councilperson Levasseur, seconded by Councilperson Ferri. Motion carried 7,0.
J. Hearing and/or consideration of Memorandum of Understanding Relating to the Central Falls Schools Project
Motion to approve this MOU was made by Councilperson Solano, seconded by Councilperson Ferri. Motion carried 7,0.
City Solicitor spoke on this project and explained the process of the MOU. It reflects 18 months of negotiations with state leaders including the SBA and RIDE.
K. Presentation regarding stage II application submitted to RIDE-(Peregrine Group)
Sam Bradner gave a presentation regarding the stage II application to be submitted to RIDE by the City. Ai3 gave an overview of the schematic designs for the Council. Erica from Peregrine spoke about the hard cost and prizes in these times of inflation where construction costs have skyrocketed.
L. Presentation regarding the Walk for Life Event by Mujeres Positivas-Laurilim Rosado Martinez

A. Resolution Authorizing Mayor and City to purchase 499-511 Broad Street (Plat 1, Lot 3 and Plat 1, Lot 119) in the City of Central Falls-(Vega)
Motion to approve this resolution was made by Councilperson Colon, seconded by Councilperson Solano. Motion carried 7,0.
B. Resolution Authorizing the Mayor and the City to Purchase 542 Broad Street (Plat 5, Lot 149) in the City of Central Falls-(Vega)
Motion to approve this resolution was made by Councilperson Colon, seconded by Councilperson Solano. Motion carried 7,0.
C. Resolution Supporting the Central Falls Stage II Application for Necessity of School Construction Approval-(Vega)
Motion to approve this resolution was made by Councilperson Kazarian, seconded by Councilperson Levasseur. Motion carried 7,0.
D. Resolution Authorizing the Public Safety Director and Fire Chief to Dispose of a Fire Engine to Guayubin, Dominican Republic-(Solano, Colon)
Motion to approve this resolution was made by Councilperson Ferri, seconded by Councilperson Colon. Motion carried 7,0.
Councilpersons Colon and Solano spoke on the importance of giving back to the community. Donating this vehicle will help another needed community and that is important.
E. Resolution Authorizing the Public Safety Director and Fire Chief to Sell a Rescue to the Town of North Providence-(Vega)
Motion to approve this resolution was made by Councilperson Levasseur, seconded by Councilperson Solano. Motion carried 7,0.
Council President Vega spoke on the resolution.
F. Resolution in Support of the Blackstone River Watershed Needs Assessment Report-(Vega)
Motion to approve this resolution was made by Councilperson Baena, seconded by Councilpersons Solano and Ferri. Motion carried 7,0.
G. Ordinance Amending Various Sections of Appendix A-Zoning of the Ordinances of the City of Central Falls Regarding Affordable Housing-Introduction
