Minutes

 

Council President called the meeting to order at 6:01pm

 

 

 I.                  Roll Call

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Glendaliz Colon, Councilperson Robert Ferri, Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian, and Council President Jessica Vega. Not present were Councilperson Tatiana Baena and Councilperson Franklin Solano. Quorum was established.

 

II.                  Pledge of Allegiance

Council President asked Councilperson Levasseur to lead the Council in reciting the Pledge of Allegiance.

           

III.                  New Business

A.  Hearing and/or consideration of appointment to the Wyatt Detention Facility Board: Anthony C. Manfredi of 100 Viceroy Road, Warwick, RI 02886, with a term to expire on: October 26, 2027.

Motion to approve the appointment of Anthony C. Manfredi was made by Councilperson Ferri, seconded by Councilperson Levasseur. Motion carried 5,0.

 

IV.                  Schedule of Bills-Hearing and/or consideration

 

A.     Resolution Authorizing the Mayor and City to Purchase 702 Broad Street (Plat 5, Lot 171) for the purpose of Developing El Centro-(Vega)

Council President spoke on the Resolution. She explained that some of the City departments like Park & Recreation and Constituent Services will go into “El Centro”.

Motion to approve this Resolution was made by Councilperson Colon, seconded by Councilperson Ferri. Motion carried 5,0.

 

B.     Ordinance Amending Various Sections of Appendix A-Zoning of the Ordinances of the City of Central Falls Regarding Affordable Housing-(Vega)-2nd Reading

-PUBLIC HEARING

Planning and Economic Development Director, Thomas Deller gave a presentation regarding the need to change the current Ordinance. He explained that banks/developers must address the parking issues in any municipality or area. Parking issues exist in all Cities alike. He talked about the City’s plans for parking.

-Council President opened for public hearing

Thomas Lazieh 1072 Lonsdale Avenue, Central Falls, stated that all meetings should have public comment. Do not schedule meetings from different departments on the same day. Has multiple concerns about parking-any major development should have parking to avoid the problems it creates.

Dan Izza 1140 Lonsdale Avenue, Central Falls, wants to compliment Jim Vandermillen from the Planning Department on the work they do. Mr. Issa is concerned about this Ordinance because it looks like a “blank check”.

-Council President closed public hearing.

Motion to amend Section 801.4 (B) to read: The Planning Board may modify this requirement during the Land Development review and approval process, was made by Councilperson Kazarian, seconded by Councilperson Colon. Roll call vote: Councilperson Colon: Yes, Councilperson Ferri: Yes, Councilperson Levasseur: Yes, Councilperson Kazarian: Yes and Council President Vega: Yes. Motion carried 5,0.

Motion to approve this Ordinance was made by Councilperson Colon, seconded by Councilperson Levasseur: Roll call vote: Councilperson Colon: Yes, Councilperson Ferri: Yes, Councilperson Levasseur: Yes, Councilperson Kazarian: Yes and Council President Vega: Yes. Motion carried 5,0.

 

C.      Ordinance Creating the Transparency in Receivership Ordinance-(Vega)-2nd Reading

-PUBLIC HEARING

-Council President opened public hearing

No one signed up to speak during public hearing

-Council President closed public hearing

Motion to approve this Ordinance was made by Councilperson Colon, seconded by Councilperson Ferri. Roll call vote: Councilperson Colon: Yes, Councilperson Ferri: Yes, Councilperson Levasseur: Yes, Councilperson Kazarian: Yes and Council President Vega: Yes. Motion carried 5,0.

 

D.     Ordinance Amending Membership of the Juvenile Hearing Board-(Vega)-                                                                              

-Introduction

So received

 

V.                  Adjournment

Motion to adjourn was made by Councilperson Colon. Meeting stands adjourned at 6:30pm.
