Council President, Jessica Vega, called the meeting to order at 6:01pm

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Glendaliz Colon, Councilperson Robert Ferri, Councilperson Kevin Kazarian, Councilperson Meaghan Levasseur, Councilperson Franklin Solano, and Council President Jessica Vega. Councilperson Tatiana Baena was not present. Quorum was established

Council President Vega asked Councilperson Robert Ferri to lead the Council in reciting the Pledge of Allegiance.

Representative Joshua Giraldo, 535 Roosevelt Avenue, Central Falls, gave the Council and update on the legislative Session for year 2022. Spoke on the multiple bills that he has sponsor and continues to sponsor for the residents of the City. He encouraged the residents and Council to visit the RI General Assembly website to stay up to date with all the bills that pertain to the City of Central Falls.
Senator Jonathon Acosta, 100 Illinois Street, Central Falls, also gave the Council an update on bills that he is currently sponsoring.

A. Meeting Minutes of February 14, 2022
Motion to approve the meeting minutes of February 14, 2022, was made by Councilperson Solano, seconded by Councilperson Ferri. Motion carried 6,0.

Motion to approve the renewal Private Detective License was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 6,0.
B. Presentation on Business Co-operative by Heiny Maldonado, Fuerza Laboral
Heiny Maldonado of Fuerza Laboral gave the Council a presentation regarding business cooperative. They are requesting resources to give to workers to use for free in order to have a meaningful chance at becoming financially independent business owners.

A. Resolution Designating the week of February 7 through February 14, 2022 as Congenital Heart Defect Awareness Week in Central Falls-(Baena)
Motion to continue this resolution until April 11, 2022, was made by Councilperson Solano, seconded by Councilperson Ferri. Motion carried 6,0.
B. Resolution Amending the Creation of the Finance Committee and Appointing Members Thereto-(Vega)
Motion to continue this resolution until April 11, 2022, was made by Councilperson Colon, seconded by Councilperson Solano. Motion carried 6,0.
C. Ordinance Amending Figure 1 of the 2021 Central Falls Vacant or Blighted Property Plan: A Redevelopment Plan-(Kazarian)-Introduction
D. Ordinance regarding the Serving or Selling of Alcohol Before 9:00am-(Baena, Solano)-1st Reading
Council President opened for Public Hearing: no one signed up to speak during public hearing. Motion to approve the first reading of this Ordinance was made by Councilperson Colon, seconded by Councilperson Solano. Roll call vote: Councilperson Colon: Yes, Councilperson Ferri: Yes, Councilperson Kazarian: Yes, Councilperson Levasseur: Yes, Councilperson Solano: Yes, and Council President Vega: Yes. Motion carried 6,0.
E. Ordinance Amending the Duties and Powers of the Central Falls Planning Board- (Vega)-2nd Reading
Council President opened for Public Hearing: no one signed up to speak during public hearing. Motion to approve the second reading of this Ordinance was made by Councilperson Kazarian seconded by Councilperson Ferri. Roll call vote: Councilperson Colon: Yes, Councilperson Ferri: Yes, Councilperson Kazarian: Yes, Councilperson Levasseur: Yes, Councilperson Solano: Yes, and Council President Vega: Yes. Motion carried 6,0.
Motion to adjourn was made by Councilperson Ferri, seconded by Councilperson Solano. Meeting was adjourned at 7:12pm.
