Minutes

 

Council President called the meeting to order at 6:02pm

 

 

 I.                  Roll Call Video Icon

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Robert Ferri, Councilperson Meaghan Levasseur, Councilperson Kevin Kazarian, Councilperson Franklin Solano and Council President Jessica Vega. Not Present were Councilperson Tatiana Baena and Councilperson Glendaliz Colon. Quorum was established.

 

II.                  Pledge of Allegiance

Council President asked Councilperson Ferri to lead the Council in reciting the Pledge of Allegiance.

 

III.                  Public Comment Video Icon

Dan Klotz, 111 Tremont Street, Central Falls, RI 02863, spoke about an upcoming project called “Esperanza Project” which is based on Pawtucket Proud Day, where you gather volunteers to come out monthly and clean up Broad Street, creating murals and collaborating between businesses for funding. The “creation of something” with one component such as wearing matching Tee’s and if possible, have a space in “El Centro”.

Motion to approve the special meeting minutes of May 9, 2022, was made by Councilperson Solano, seconded by Councilperson Levasseur. Motion carried 5,0.

B.     Meeting Minutes of May 9, 2022

Motion to approve the meeting minutes of May 9, 2022, was made by Councilperson Ferri, seconded by Councilperson Levasseur, and Solano. Motion carried 5,0.

C.      Special Meeting Minutes of May 16, 2022

Motion to approve the meeting minutes of May 16, 2022, was made by Councilperson Ferri, seconded by Councilperson Kazarian. Motion carried 5,0.

D.     Special Meeting Minutes of May 19, 2022

Motion to approve the meeting minutes of May 19, 2022, was made by Solano, seconded Councilperson Ferri. Motion carried 5, 0.

E.     Special Meeting Minutes of May 23, 2022

Motion to approve the meeting minutes of May 23, 2022, was made by Councilperson Kazarian, seconded by Councilperson Ferri. Motion carried 5,0.

F.      Special Meeting Minutes of May 26, 2022

Motion to approve the meeting minutes of May 26, 2022, was made by Councilperson Levasseur, seconded by Councilperson Ferri. Motion carried 5,0.

G.     Special Meeting Minutes of June 1, 2022

Motion to approve the meeting minutes of June 1, 2022, was made by Councilperson Solano, seconded by Councilperson Ferri. Motion carried 5,0.

Motion to approve this license was made by Councilperson Solano, seconded by Councilperson Levasseur. Motion carried 5,0.

Yoselin Borrero spoke about the Colombian Summer Fest. This is the second year we bring this event to the City of Central Falls. We will have local artist and dancers. This event is to enrich the Colombian Culture, have a space for families and children to gather. Few items to improve from last year are security with two check points, bathrooms, illumination, cleaning and trash pickup and identification for drinking purposes.

Motion to refer this claim to the RI Interlocal Trust was made by Councilperson Ferri, seconded by Councilpersons Solano and Kazarian. Motion carried 5,0.

 

C.  Hearing and/or consideration of appointment to the Central Falls Board of                                               Canvassers: Freeman T. Freeman, of 396 Roosevelt Avenue, with a term to expire

on June 13, 2025

Motion to approve the appointment of Freeman T. Freeman to the Board of Canvassers was made by Councilperson Ferri, seconded by Councilperson Levasseur. Motion carried 5,0.

 

VII.                  Schedule of Bills-Hearing and/or consideration Video Icon

 

A.     Resolution Thanking Healthcare Workers Employed at Blackstone Valley Community Health Center for Their Role in Helping Keep Central Falls Residents Healthy and Affirming Their Right to a Fair Contract That Reflects Their Value to this Community-(Vega)

Motion to approve this resolution was made by Councilperson Kazarian, seconded by Councilperson Solano. Motion carried 5,0.

Council President spoke about this resolution and the importance of equal pay. This resolution strikes down unfair pay. She thanked members of the Blackstone Valley Community Health Center that were present in the room for the hard work and dedication to our community year in and year out. Council President hopes the resolution will help with the union agreement.

 

B.     Resolution of the City Council of the City of Central Falls, Rhode Island, Endorsing the Construction, Renovation, Improvement, Alteration, Repair, Furnishing and Equipping of Schools and School Facilities in the City, including but not Limited to the Construction of a New High School (The “High School”) and the Acquisition by Eminent Domain of Certain Properties Described Herein, Situated within The City of Central Falls, Rhode Island Pursuant to RIGL Section 16-9-5 Through 16-9-8.-(Vega)

Motion to approve this resolution was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 5,0. Council President spoke about this resolution. This will give the power to the School Board of Trustee’s to acquire these properties in order to build a new high school, one that our kids deserve. City Solicitor, Matthew Jerzyk spoke about the wetlands on that site. We need to hug the road where the soil is stable to avoid an unstructured sound building where children learn.

 

VIII.                  Adjournment         

            Motion to adjourn was made by Councilperson Ferri. Meeting stands adjourn at 6:50pm.
