Council President called the meeting to order at 6:04pm

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Glendaliz Colon, Councilperson Robert Ferri, Councilperson Franklin Solano, Councilperson Kevin Kazarian and Council President Jessica Vega. Councilperson Tatiana Baena entered the meeting at 6:06pm. Councilperson Meaghan Levasseur was not present.
Council President asked Councilperson Colon to lead the Council in reciting the Pledge of Allegiance.

Dan Issa, 1140 Lonsdale Avenue, Central Falls, RI, spoke about the oil tanks that Western oil plans on installing near his property. Is concerned about oil fires, potential leaks, and other problems. Mr. Issa offered to answer questions of the Council regarding the Zoning Board Meeting where this topic was discussed.

A. Meeting Minutes of June 13, 2022
Motion to approve the meeting minutes of June 13, 2022, was made by Councilperson Colon, seconded by Councilperson Ferri. Motion carried 6,0.

A. Department Financial Reports-June 2022: Clerk’s Office, Fire Department, Police Department, Department of Public Works

i. Consideration of petition of license
A. Entertainment & F1 Madeira Club
(new) 46 Madeira Avenue
Contact: Al Cardoza
Motion to approve this license was made by Councilperson Ferri, seconded by Councilperson Solano. Motion Carried 6,0.
Councilperson Ferri commented that the Madeira Club has never had a problem with their cigar dinner and therefore moved to approve this license. Councilperson Solano echoed the words of Councilperson Ferri.
B. Second Hand El Arca Store, LLC
(new) d/b/a El Arca Store
635 Dexter Street
Contact: Cristina Mendez Fermin
Motion to approve this license was made by Councilperson Ferri, seconded by Councilpersons Colon and Kazarian. Motion carried 6,0.
Cristina the owner spoke about her business. She accepts donations for her store and also wants to work with the leadership of the City in what ever they need.
C. Entertainment & F1 Calderon Event, LLC
(new) d/b/a Good Fellas Tavern
664 Dexter Street
Contact: Julio Calderon
Motion to amend the closing time of the event to 10:00pm was made by Councilperson Ferri, seconded by Councilperson Baena. Motion carried 6,0. Motion to approve this license was made by Councilperson Colon, seconded by Councilperson Solano. Motion carried 6,0.
Mr. Calderon spoke about this event. He called it the “Banda” Festival. He is hiring police detail, fire detail and is hiring an outside security company to keep things in order. Council President asked Mr. Calderon how he would prevent underage drinking to which he responded that he would have people checking id’s and putting a bracelet on those that can legally drink.
D. Entertainment & F1 Mundialito
(new) 127 Perry Street

Motion to amend this application and add an F1 application for two block parties, contingent on getting all four departmental signatures and following the contingencies of each department was made Councilperson Kazarian, seconded by Councilperson Solano. Motion carried 5,0. NOTE: Councilperson Tatiana Baena recused herself from the hearing and took no part in it.
Motion to approve the entertainment and F1 license was made by Councilperson Solano, seconded by Councilperson Colon. Motion carried 5,0.

Motion to table this petition until September 12, 2022, was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 6,0.
F. Hearing and/or consideration of appointment to the Central Falls Planning Board: John V. Marenzana of 396 Roosevelt Avenue, with a term to expire on July 11, 2025.
Motion to approve this appointment was made by Councilperson Solano, seconded by Councilperson Colon. Motion carried 6,0.
G. Hearing and/or consideration of appointment to the Central Falls Planning Board: John Burkhardt of 396 Roosevelt Avenue, with a term to expire on July 11, 2025.
Motion to approve this appointment was made by Councilperson Colon, seconded by Councilperson Ferri. Motion carried 6,0.
H. Hearing and/or consideration of agreement between the City of Central Falls and the Fraternal Order of Police.
Motion to approve this agreement was made by Councilperson Solano, seconded by Councilperson Ferri. Motion carried 6,0.
President of the Union spoke about the needs of the department and the importance of the bargaining.

Motion to adjourn was made by Councilperson Colon. Meeting stands adjourn at 6:57pm.
