Minutes

 

            Council President, Jessica Vega, called the meeting to order at 6:03pm

 

       I.            Roll Call

City Clerk, Jahaira Rodriguez conducted the roll call. Present were Councilperson Tatiana Baena, Councilperson Robert Ferri, Councilperson Kevin Kazarian, Councilperson Franklin Solano and Council President Jessica Vega. Councilperson Glendaliz Colon and Councilperson Meaghan Levasseur were absent. Quorum was established.

 

   II.            Pledge of Allegiance

Councilperson Baena lead the Council in reciting the Pledge of Allegiance

 

III.            Public Comment

Heiny Maldonado, Representative of Fuerza Laboral, 92 Clay Street, Central Falls spoke about ARPA funds. She insisted that those funds should be used to help professional development.

Raul Figueroa, 75 Federal Street, Quincy, Massachusetts, spoke about using ARPA funds to create stable jobs for people.

 

 IV.            Approval of Records

A.     Meeting Minutes of December 23, 2021

Motion to archive the meeting minutes of December 23, 2021, without approval was made by Councilperson ferri, seconded by Councilperson Solano. Motion carried 4,0.

B.     Meeting Minutes of January 10, 2022

Motion to archive the meeting minutes of January 10, 2022, without approval was made by Councilperson Ferri, seconded by Councilperson Baena. Motion carried 5,0.

 

    V.            Executive Communications

A.     Department Financial Reports-January 2022: Clerk’s Office, Fire Department, Police Department, Department of Public Works

 

B.     FY 2021 Grant Activity Reporting: January 2021-December 2021

 

C.      FY 2022 Quarterly Fund Expenditure-Budget to Actuals (unaudited)

 

D.     Proclamation proclaiming the month of February 2022 as Black History Month in the City of Central Falls

 

E.     Hearing and/or consideration of appointment to the Juvenile Hearing Board: Selena Martinez, of 33 Mowry Street, with a term to expire on February 14, 2025.

Motion to approve the appointment of, Selena Martinez, was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 5,0.

                        Motion to collectively approve the above constable licenses was made by Councilperson Ferri, seconded by Councilperson Solano. Motion carried 5,0.

                       

            B.  Presentation by the Central Falls Tax Accessor regarding the 2021 Revaluation update

                  Tax accessor gave presentation on the re-evaluation services with the purpose of re-assigning and updating the value of residential property

 

            C.  Presentation by the Chief of Staff, Zuleyma Gomez, regarding ARPA fund

                  Chief of Staff, Zuleyma Gomez gave presentation and answered questions regarding   the ARPA funds to the Council.

           

            D.  Presentation of Citations by the Council to Dr. Dioscaris Garcia and Dr. Nelken

                  Council President and members of the Council presented Dr. Dioscaris and Dr. Nelken Citations on behalf of the City.

 

            E.  Hearing and/or consideration of the Central Falls School Building Committee Proposed Bylaws

                  Motion to approve the Central Falls School Building Committee Bylaws was made by Councilperson Ferri, seconded by Councilperson Kazarian. Motion carried 4,1.           

           

            F.  Hearing and/or Consideration of Claims

                    i. Richard P. Brederson, Esq representing Jorayma Borges, 19 Madison Avenue,  Central Falls, RI 02863-(Referred to RI Interlocal Trust)

                   Claim was referred to the RI Interlocal Trust. City Solicitor explained that personal  injury claims do not ask for a specific amount of compensation.

 

VII.     Schedule of Bills-Hearing and/or consideration     

 

            A.  Resolution in support of local Community Development Block Grant Program

                   (2020-2021)-(Vega)

                  Motion to approve this resolution was made by Councilperson Solano, seconded by  Councilperson Ferri. Motion carried 5,0.

  

B.  Resolution Urging the General Assembly to pass RI Child Care Act (HB-7177)-

      (Vega)

      Motion to approve this resolution was made by Councilperson Ferri, seconded by   Councilperson Solano and Councilperson Baena. Motion carried 5,0. Council        President Vega spoke on the resolution.

 

C.  Resolution in honor of Blackstone Valley Tourism Council ZAP 50-(Baena, Colon)

      Motion to approve this resolution was made by Councilperson Ferri, seconded by  Councilperson Solano. Motion carried 5, 0.

 

D.  Resolution requesting that the City of Central Falls Declare Juneteenth as a City                       

      Holiday-(Vega, Solano)-

      Motion to approve this resolution was made by Councilperson Baena, seconded by  Councilperson Kazarian. Motion carried 5,0. Councilperson Solano and Council    President spoke on the resolution.

 

            E.  Ordinance regarding the Serving or Selling of Alcohol Before 9:00am-(Baena, Solano)-Introduction 

                  So received.

 

            F.  Ordinance Amending the Duties and Powers of the Central Falls Planning Board-  (Vega)-1st Reading

                  Council President opened for public hearing: Jeannet Santana, 72 Darling Street, Central Falls, spoke about the ARPA funds.

                  Motion to table this Ordinance to the March 2022 Council meeting was made by Councilperson Ferri, seconded by Councilperson Baena. Motion carried 5,0.

           

VII.            Adjournment

            Motion to adjourn was made by Councilperson Ferri. Meeting adjourned 7:45pm.
