City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilperson Glendaliz Colon, Councilperson Hugo Figueroa, Councilperson Meaghan Levasseur, Councilperson Franklin Solano, Councilperson Adamaris Villar and Council President Jessica Vega. Councilperson Tatiana Baena entered the meeting at 6:07pm.

A.  Meeting Minutes of September 13, 2021 Motion to approve the meeting minutes of September 13, 2021, was made by Councilperson Colon, seconded by Councilperson Levasseur. Motion carried 6, 0. Councilperson Solano did not vote as he was not here

Hearing and/or consideration of appointment of Mary Signer as Director of The Finance Department

Motion to approve the appointment of Mary Signer as Director of the Finance Department was made by Councilperson Solano, seconded Councilperson Figueroa. Motion carried 7, 0.

C.  Executive Order 2021-0015 Requiring Employee Vaccinations to Keep Residents and Employees Safe.

Motion to approve this license was made by Councilperson Solano, seconded by Councilperson Levasseur. Motion carried 4, 0. Councilperson Figueoa, Colon and Baena recused from voting as they know Jamie Hill.

Owner, Jamie Hill spoke about the name of the business. She wants to get licensed to support the events around community. Councilperson Solano thanked her for choosing Central Falls and wishes good luck. Council President echoed the words of Councilperson Solano.

A motion to approve this license was made by Councilperson Solano, seconded by Councilperson Colon and Figueroa. Motion carried 7,0.

Kenneth, member of the CMA Romano 8 spoke about the intensions of using the park to pass out free clothing/bibles to show the community some love. Councilperson Solano thanked them for doing this.

Councilperson Solano exited the meeting at 6:48pm.

C.  Consideration of Tax Abatement submitted by the Tax Assessor

A motion to approve the tax abatement of the above properties was made by Councilperson Figueroa, seconded by Councilperson Colon. Motion carried 6, 0.

D.  Election (Renewals) of Special Constable pursuant to RIGL 45-16-8

A motion to deny this application for Charles Beaudion was made by Councilperson Levasseur, seconded by Councilperson Colon. Motion carried 6,0.

Councilperson Villar asked if Charles Beaudion could do his application via zoom to which the Council President said no.

E.  Application (Renewal) of Private Detective License

A motion to approve the renewal private detective license for Mr. Mantilla was made by Councilperson Colon, seconded by Councilperson Figueroa. Motion carried 6, 0.

Mr. Augusto answered questions of the Council and clarified tha the certificate is a bond to cover any potential issues.

F.  Consideration of Agreement between the City, AFSCME, Council 94, Local 1627 Motion to approve this agreement was made by Councilperson Levasseur, seconded by Councilperson Figueroa. Motion carried 6, 0.

Local 94 Representative, John Burns along with Charles Rugiero negotiated the contract. Councilperson Baena asked questions about the health reimbursement program and the sick leave.

G. Presentation on Special Election, Question 1, School Construction

Sam Bradner, a Representative of the Peregrine Group, spoke about what the school building committee and the city have been doing together to be partners in the community. Sam gave the Council an update on the status of the process. Council President spoke on her excitement of this being a possibility for our students. City Solicitor, Matthew Jerzyk, clarified that the Higginson Field will be evaluated/tested for any contaminated lands. Council President encouraged the public to come out and vote.

H. Hearing and/or Consideration of Claims

i. Claim by Michael Goddard for alleged damage to personal property on July 5, 2021 (Pothole claim)
