Meeting Minutes

 

Council President Jessica Vega called the meeting to order at 6:03pm

 

I.      Roll Call Video Icon

City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilwoman Tatiana Baena, Councilwoman Glendaliz Colon, Councilman Hugo Figueroa, Councilwoman Meaghan Levasseur, Councilman Franklin Solano, Councilwoman Adamaris Villar and Council President Jessica Vega. There was quorum.

 

II.    Pledge of Allegiance

Council President Vega asked Councilwoman Solano to lead the Council in reciting the pledge of allegiance.

 

III.   Public Comment Video Icon

No one signed up for Public Comment.

 

IV.   Approval of Records-Meeting minutes of April 20, 21, Special meeting May 10, 2021 and Regular Council meeting of May 10, 2021 Video Icon

 

Motion to approve collectively the meeting minutes of April 20, 2021, Special Meeting of May 10, 2021 and Regular Meeting of May 10, 2021 was made by Councilman Solano, seconded by Councilwoman Levasseur. Motion carried 7, 0

 

VI.   New Business Video Icon

i.  City council sitting as board of license commissions.

 

Permit for Jenks ParkThe Learning Community

Motion to approve this permit to the Learning Community was made by Councilman Solano, Councilman Figueroa and Councilwoman Levasseur, seconded by Councilwoman Villar. Motion carried 7, 0

 

Lauren Balbuena spoke on behalf of the school and the request for graduation. Councilwoman Vega congratulated The Learning Community

 

 

ii.  Discussion with Department Heads regarding FY 22 Proposed Budget

 

Councilwoman Vega explained the protocol of tonight’s meeting.

 

Mayor’s Office:

Chief of staff presented her budget to the Council. Councilwoman Vega asked about increases in the budget.

 

Department of Finance:

Director Ernie Almonte addressed the Council and explained and answered questions regarding the budget. He indicated that attracting talent is expensive. Councilmembers congratulated Mr. Almonte for his work.

Council took a five-minute break at 7:15pm and came back at 7:21pm

 

Motion to enter Executive Session was made by Councilman Solano, seconded by Councilman Figueroa. Council entered Executive Session at 7:36pm.

 

Motion to adjourn Executive Session was made by Councilman Solano, seconded by Councilwoman Levasseur.

 

Motion to open hearing was made by Councilman Solano, seconded by Councilwoman Colon.

 

Motion to seal Executive Session Minutes was made by Councilman Solano, seconded by Councilwoman Levasseur.

 

Office of City Clerk:

City Clerk Jahaira Rodriguez addressed the Council and answered questions regarding her budget. Councilmembers thanked the Clerk for her work and think she has done a great job.

 

Department of Planning and Economic Development:

Director Thomas Dellar addressed the Council and answered questions regarding his budget. Councilmembers thanked him for his work.

 

Office of Constituent Services and Health

Director Wanda Casiano addressed the Council and answered questions regarding her budget. Councilmembers thanked her for her work.

 

Motion to open Public Hearing was made by Councilwoman Baena, seconded by Councilwoman Levasseur.

No one signed up for public hearing.

 

Motion to close Public Hearing was made by Councilwoman Baena, seconded by Councilman Solano.

 

VI.   Schedule of Bills

i.  Hearing and/or consideration

 

a.  Resolution Supporting Legislation to include Central Falls in the Downtown Pawtucket Tax Increment Financing Statute (Vega).

 

Motion to approve the resolution was made by Councilwoman Baena, seconded by Councilwoman Colon. Motion carried 7, 0.

 

City Solicitor spoke about the resolution.

 

b.  Ordinance Creating a Quarterly Grant Reporting Requirement (Vega)-Second Reding

 

Motion to approve the second reading of this Ordinance was made by Councilman Figueroa, seconded by Councilwoman Villar. Roll Call Vote: Councilwoman Baena: yes, Councilwoman Colon: yes, Councilman Figueroa: yes, Councilwoman Levasseur: yes, Councilman Solano: yes, Councilwoman Villar: yes, Council President Vega: yes

Motion carried 7, 0.

 

Council President spoke about the Ordinance and wants to know about the projects in the city.

 

VII.  Adjournment

 

Motion to adjourn was made by Councilman Figueroa and seconded by Councilwoman Colon. Meeting adjourned at 8:46pm.
