Meeting Minutes
Council President Jessica Vega called the meeting to order at 6:00pm
I. Roll Call
City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Councilwoman Glendaliz Colon, Councilman Hugo Figueroa, Councilwoman Meaghan Levasseur, Councilman Franklin Solano, Councilwoman Adamaris Villar and Council President Jessica Vega. There was quorum.
II. Pledge of Allegiance
Council President Vega asked Councilwoman Villar to lead the Council in reciting the pledge of allegiance.
Councilwoman Tatiana Baena entered the meeting at 6:01pm
III. Public Comment
Tia Ristaino-Siegel, 14 Worth Street, Central Falls, RI 02863 spoke about last year’s tax bill.
IV. Approval of records: Meeting minutes of April 22, 2021
Motion to collectively approve the meeting minutes of April 22, 2021 was made by Councilwoman Colon, seconded by Councilwoman Levasseur. Motion carried unanimously.
Correction of the meeting minutes of April 22, 2021 was made by Councilwoman Villar, the word “waiver” on page three was missing the letter i.
V. Executive Communications
a. Departmental financial reports from the Clerk’s Department, Fire Department and Police Department were submitted to the council
b. Hearing and/or consideration of appointment of Anthony Goes, of 24 Samoset Avenue, to the Donald J. Wyatt Central Falls Detention Facility Corporation was made by Councilwoman Colon, seconded by Councilwoman Villar. Motion carried unanimously.
Councilwoman Levasseur wish she had seen a resume for Mr. Goes.
VI. New Business
a. Presentation by Leslie Perkins, Chief of Staff, 49th Ward, City of Chicago, regarding Participatory Budgeting.
Council President congratulated Ms. Perkins and is happy to see that process in Chicago.
Councilman Solano also thanked Leslie for the presentation.
Councilwoman Baena spoke about participatory budgeting and is excited to hear how involvement in participatory budgeting has brought out more voters.
b. Presentation by Tara Tang, Outreach Manager for Butler Hospital’s memory and Aging program
Councilman Solano thanked Ms. Tang for her presentation and her partnership with Progresso Latino. Tara explained the effects of aluminum in the body and how it affects people’s health.
c. Ordinance Creating a Youth Opportunities Council by Amending Article V, “Boards and Commissions” of Chapter 2 “Administration” (Baena)- Introduction so introduced
d. Resolution in support of the OST funding legislation at the State House: H-5211 and S-577 for @2,000,000.00 in Annual Funding for Out of School Time Program (Baena)-hearing and/or consideration.
Motion to approve the resolution was made by Councilman Solano, seconded by Councilwoman Colon. Motion carried unanimously.
Councilwoman Baena spoke about the resolution.
e. Resolution Thanking the General Assembly for Passing and Governor Dan McKee for signing Legislation Banning Discrimination against Source of Income (Baena)-hearing and/or consideration.
Motion to approve the resolution was made by Councilwoman Colon, seconded by Councilman Figueroa and Councilman Solano. Motion carried unanimously.
Councilwoman Baena spoke on the resolution and thanked the General Assembly for passing it.
f. Resolution Urging the General Assembly to Pass SB-865 and HB-6152 and Amend the Law Enforcement Officer’s Bill of Rights to provide Greater Accountability (Vega)-hearing and/or consideration.
Motion to approve the resolution was made by Councilwoman Baena and Councilman Solano, seconded by Councilwoman Colon. Motion carried unanimously.
Council President Vega spoke on the resolution and the importance of transparency in policing.
g. Resolution Proclaiming May 2 through May 8, 2021 as National Teacher Appreciation Week (Baena)-hearing and/or consideration
motion to approve the resolution was made by Councilwoman Colon, seconded by Councilman Solano. Motion carried unanimously.
Councilwoman Baena recognized teachers for becoming more than what they signed up for. Councilman Solano thanked Councilwoman Baena for this resolution and thanked teachers for the great job they do.

Motion to deny this license was made by Councilwoman Levasseur, seconded by Councilwoman Colon. Motion carried unanimously.
City Solicitor, Matthew Jerzyk, explained the multiple violations Vanderly Café has had in the past. Council President is very disappointed about the violations

Motion to approve the tax abatement for the above properties was made by Councilman Solano, seconded by Councilman Figueroa. Motion carried unanimously. Council President had questions for the tax assessor. Tax assessor explained the accidental duplicate of bills

Motion to approve the Special Constable license was made by Councilman Solano and Councilwoman Colon, seconded by Councilwoman Levasseur and Councilman Figueroa. Motion carried unanimously.
Motion to open hearing and/or consideration of Vanderly Café Restaurant was made by Councilwoman Colon, seconded by Councilwoman Villar. Council President explained to owner, Ana Semedo, how disappointed she was with the situation and the continuation of ignoring the rules. Councilwoman Levasseur referred to the police report. Councilman Solano was not happy with the establishment and the actions of the owners.
VII. Schedule of Bills-Hearing and/or consideration
a. Ordinance Creating a Quarterly Grant Reporting Requirement (Vega)- First Reading.
Motion to approve the first reading of the Ordinance was made by Councilwoman Colon, seconded by Councilwoman Levasseur. Roll call vote: Councilwoman Baena: yes, Councilwoman Colon: yes, Councilman Figueroa: yes, Councilwoman Levasseur: yes, Councilman Solano: yes, Councilwoman Villar: yes, Council President Vega: yes. Motion carried unanimously.
VIII. Adjournment
Motion to adjourn was made by Councilwoman Colon, seconded by Councilman Solano and Councilman Figueroa. Meeting adjourned at 7:20pm.
