I.   Roll Call

President Vega called the meeting to order at 6:oopm.  Jahaira Rodriguez, City Clerk, conducted the roll call. Present were Council President Jessica Vega, Councilman Franklin Solano, Councilwoman Glendalize Colon, Councilwoman Adamaris Villar and Councilwoman Meaghan Levasseur. The board had quorum.

II.   Pledge  of Allegiance

Councilwoman Levasseur led the Council in reciting the pledge of Alligence

III.    New Business - Hearing and/or consideration

A.   Resolution regarding the Central Falls Community  Development  Block Grant

(CDBG) program  (Council President Vega)

Under discussion Council President spoke about the resolution. Director Thomas

Dellar explained the CDBG Program, the qualifications  for funding and eligibility. Councilman Solano asked about Higgison Park. Council President Vega asked Mr. Dellar about other services the the city could apply for and Councilwoman  Colon thanked  Mr. Dellar for his presentation.

Motion to approve this resolution was made by Councilman Solano, seconded by

Councilwoman Levasseur. Motion carried 5, o

B.  Proposed amendments to City Council Rules, as amended  on January 11,  2021, changing the minimum committee composition  from 3 to 2 (Council President Vega).

Under discussion Council President Vega explained the amendments to the rules and the reasons for it. Councilwoman Colon asked a question about the committees. Motion to approve the amendments to the Council Rules was made by Councilman Solano, seconded by Councilwoman Villar. Motion carried 5,0

IV.    Schedule of Bills - Hearing and/or consideration

A.   Ordinance Amending Chapter 2, "administration," Article III, "Officers and employees", Division 5, "City Clerk" creating the ensuring equity in Central Falls public meetings Ordinance (Council President Vega)-First reading

Under discussion Council President Vega explained the ordinance and equity for all residents. Councilwoman Villar made a comment about providing access for all.

Councilman Solano asked about protocol to request an interpreter in advanced. Councilwoman Colon asked about cost. Roll call vote: Councilwoman  Colon: yes, Councilwoman Levasseur: yes, Councilman Solano: yes, Councilwoman Villar: no, Council President: no.  Motion to table indefinitely carried 3, 2.

B.  Ordinance Creating  the Open and Green Government Ordinance (Councilwoman Colon)-First reading

Motion to approve  was made by Councilwoman Levasseur, seconded by Councilwoman Villar. Roll call vote: Councilwoman Colon: yes, Councilwoman Levasseur:  yes, Councilman Solano: yes, Councilwoman Villar: yes, Council

President Vega: yes.  Motion carried 5, o

V.      Continued Business

City Council sitting  as Board of License Commissioners

A.   Show cause hearing, review of Order 2019-001  and/or consideration oflicense including, but not limited to, monetary fine, suspension and/or termination (previously heard on December 14, 2020,  continued from March 8, 2021).

Under discussion, Council President Vega made  it clear to defense  attorney, Mr. John F. Cicilline, that this was the second time he requested a continuance and that this will be the last one granted. Motion to continue this matter until the next council meeting ofApril 12, 2021 at 6:oopm was made by Councilwoman Levasseur, seconded by Councilman Solano. Motion to continue until April 12, 2021 carried 5, 0.

Motion to adjourne was made by Councilman Solano, seconded by Councilwoman Colon. Meeting adjourned at 6:48pm.
