Minutes
Council President Vega called the meeting to order at 6:00pm
I. Roll Call
City Clerk, Jahaira Rodriguez, conducted the roll call. Present were Council President Jessica Vega, Councilwoman Tatiana Baena, Councilwoman Glendaliz Colon, Councilman Hugo Figueroa, Councilwoman Meaghan Levasseur, Councilman Franklin Solano, and Councilwoman Adamaris Villar. There was quorum.
II. Pledge of Allegiance
Council President Vega asked Councilwoman Meaghan Levasseur to lead the Council in reciting the pledge of allegiance.
III. Public Comment
Leandro Kufa Castro, (Groundwork RI), 240 Lowden Street, Pawtucket, RI 02860, addressed the Council and expressed his Organizations interest in planting trees in the City. He wants to collaborate with the City to find homeowners who might be interested in participating.
IV. Approval of Records- Meeting minutes of January 11, 2021 & January 21, 2021
Motion to collectively approve the meeting minutes was made by Councilman Solano; Seconded by Councilwoman Colon. Motion carried unanimously.
V. Executive Communications
A. Department Financial Reports: City Clerk, Fire Department, Police Department
Received
Councilwoman Tatiana Baena had a question for the Acting Fire Chief Sullivan. Chief Sullivan was not present at the meeting to address the Councilwoman’s question. Councilwoman Villar requested that the in the future the Council be provided with a more detailed financial report from the Clerk’s Office.
B. Consideration of appointments:
Central Falls Personnel Board: Laurilim Rosado Martinez, of 211 Cross Street, VICE Wanda Casiano; term to expire January 11, 2024.
Motion to approve the appointment was made Councilwoman Levasseur, seconded by Councilman Figueroa and Councilwoman Colon. Motion carried unanimously.
C. Re-appointment of Tree Warden: Matthew “Twig” Largess, of 221 Shady Lea Road, North Kingstown, RI, term to expire August 16, 2022. Motion to approve the appointment was made by Councilwoman Baena, seconded by Councilman Solano and Councilwoman Villar. Motion carried unanimously.
D. Central Falls Wyatt Detention Facility Board: Carlene Fonseca, of 40 School Street, Central Falls, RI. Term to expire August 16, 2022. Motion to approve the appointment was made by Councilman Solano, Seconded by Councilman Figueroa and Councilwoman Baena. Motion carried 6 yes, 1 nay.
E. Mayoral Proclamations
i. Proclaiming the month of February 2021 as Black History Month
ii. Proclaiming the month of February 2021 as American Health Month
iii. Proclaiming the month of February 2021 as Teen Dating Violence Awareness

Motion to approve the renewal of the above licenses was made by Councilman Solano, seconded by Councilwoman Colon and Councilwoman Villar. Motion carried unanimously. Motion to approve the new license for El Salvador Bakery was made by Councilman Solano, seconded by Councilwoman Colon. Motion carried unanimously.
Rosa Maravilla, owner of El Salvador Bakery spoke about her business and products. Councilwoman Levasseur asked for interpretation in English.

Motion to approve, excluding Mad Joe (formerly Broad Street Gas Station) the abatements was made by Councilman Solano, seconded by Councilman Figueroa and Councilwoman Villar. Motion carried unanimously.
Motion to continue Mad Joe (formerly Broad Street Gas Station) for next council meeting was made by Councilwoman Baena, seconded by Councilwoman Colon and Councilwoman Levasseur. Motion carried unanimously.
Councilmembers Vega, Solano, and Baena had questions for the City Solicitor. Councilwoman Vega had questions for the Tax Accessor.

Motion to approve the renewal of Special Constable was made by Councilman Solano, seconded by Councilman Figueroa. Motion carried unanimously.
VII. Schedule of Bills- Hearing and/or consideration
A. Ordinance creating the open and green government (Colon)-Introduced
B. Resolution to Support Afterschool and Summer Programs for Rhode Island’s Youth (Baena and Colon)
Motion to approve the resolution made by Councilwoman Levasseur, seconded by Councilman Figueroa. Motion carried unanimously.
Councilwoman Baena and Colon spoke about the resolution and encourage the state to allocate funds for the youth in our city. Councilman Solano echo’s Councilwoman Colon words.
Councilman Solano stepped out of the meeting at 6:48pm.
C. Resolutions urging the General Assembly to Pass the Civics Literacy Act HB-5028 (Councilpersons Colon and Vega)
Motion to approve the resolution was made by Councilman Figueroa, seconded by Councilwoman Villar. Motion carried unanimously.
Councilwoman Colon and Vega spoke about the resolution and lack of civics literacy.
Councilman Figueroa spoke about the importance of being civically engaged. Councilwoman Baena thanked her colleagues who introduced the resolution.
D. Resolutions urging the General Assembly to Pass Misdemeanor Reclassification – SB-118 – for the Protection of Immigrant Families (Councilpersons Colon & Vega)
Motion to approve the resolution was made by Councilwoman Villar, seconded by Councilmembers, Figueroa, Baena and Levasseur. Motion carried unanimously. Councilwoman Colon and Vega spoke on the resolution and our immigrant families.
VIII. Adjournment
Motion to adjourn was made by Councilwoman Baena, seconded by Councilman Figueroa. Meeting adjourned at 6:57PM.
