Minutes

 

I.       Roll CallVideo Icon

President Vega called the meeting to order at 6:03pm. ·      Jahaira Rodriguez, City Clerk, conducted the roll call. Present were Councilwoman Tatiana  Baena, Councilwoman Glendaliz Colon, Councilman Hugo Figueroa, Councilwoman Meaghan Levasseur, Councilman  Franklin  Solano, Councilwoman Adamaris Villar and Council President Jessica Vega. The board had quorum.

 

II.      Pledge of Allegiance

Councilwoman Baena led the Council in reciting the pledge of Allegiance

 

III.      Approval of Records-Video Icon

Meeting minutes of March 30, 2021 &April 12, 2021.

Motion to approve the meeting minutes of March 30, 2021 was made by Councilman Solano, seconded by Councilwoman  Colon. Motion carried 5, 0.

Councilwoman Baena made a correction  to the meeting minutes of March 30, 2021, indicating that she was absent. Councilman  Figueroa made the same correction.

 

Motion to approve the meeting minutes  of April 12, 2021 was made by Councilwoman Colon, seconded by Councilman Solano. Motion carried unanimously.  Councilwoman Baena made a correction to the meeting minutes of April 12, 2021, indicating that she arrived late at 6:05pm. Councilman Figueroa made a correction as well indicating  that he was present at such meeting.

Motion to continue this matter  until Thursday April 22, 2021 was made by Councilman  Solano and Councilman Figueroa, seconded by Councilwoman Colon and Councilwoman Baena. Motion carried unanimously.

 

V.        Continued Business

a.  Schedule of bills-hearing  and/or consideration

 

i.  Ordinance Amending Chapter 28 "Parks and Recreation" (Vegal-i" Reading

.

Motion to approve the first reading of this Ordinance was made by Councilwoman Levasseur,  seconded  by Councilwoman  Colon and  Councilman  Solano.  Roll call  vote: Councilwoman  Baena: yes, Councilwoman  Colon:  yes,  Councilwoman  Levasseur:  yes, Councilman Solano: yes, Councilwoman Villar: yes, Council President Vega: yes. Motion carried 6, o.

Councilman Figueroa was out of meeting.

Councilman Solano spoke about concerns  regarding the usage of parks.  He asked about prices and restrictions to ensure that residents  have access to the parks.

Director Alberto Rivas gave a presentation regarding the breakdown of fees and prices of maintenance. Councilwoman Baena commented about having guidelines. Councilwoman Villar  asked  the  question  regarding  how will  the  enforcement of  rules take place.

Councilwoman Baena wishes to see the price breakdown on the agenda next time.

 

Motion to open Public Comment was made by Council President Vega.

 

Public  Comment

 

Dioscaris   Garcia,   26  Cedar   Brook  Road,   Pawtucket,   RI  asked   about   non-profit organization  and the fees.

 

Thomas   Evans,   54  Ayr  Street,   Central   Falls,  RI  commented   regarding   fees   and accessibility. Wishes to see an exemption for non-profit organizations.

 

Manny Silva, 4 Parker Street, Central Falls, RI commented  about kid participation, prices for sports and the difficulty of some parents to put their children in sports due to prices.

 

Motion  to  close  public  comment   was  made  by  Councilman  Solano,   Seconded  by Councilman Figueroa and Councilwoman Colon.

 

Robert Weber, assistant solicitor advised the Council about the meaning of first reading. Councilman  Figueroa agrees to visit Ordinance again.  He stepped out of the meeting at 6:53pm.'

 

Councilwoman  Levasseur is curious  to know the price of maintenance for a year.  She clarified that non-profit organizations make money by fund raising.

 

Councilman Solano would like to see all the documents attached to the agenda for review prior to the meeting.

 

X.       Adjournment

 

Motion to adjourn was made by Councilwoman Levasseur, seconded by Councilman Solano. Meeting stands adjourned at 7:18pm.
