Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020),

extended by Executive Orders 20-53 (July 10, 2020) and 20-63 (August 7, 2020),

Minutes

 

Council President Rivera called the meeting to order at 6:02pm

 

I.       Roll Call Video Icon

City Clerk, Sonia Grace, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Franklin Solano, and Councilman Gus Silva, and Councilwoman Jessica Vega. Quorum was present.

Council President Rivera led the reciting of the pledge of allegiance

A.     Consideration of Tax Abatement and Additions

                                i.   Abatements  (tabled October 19, 2020)

Matthew Jerzyk, City Solicitor and Barbara Addison, Director of Finance, spoke on the abatement and provided the rationale for the recommendation by the tax assessor.

Motion to approve the abatement was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried unanimously.

 

B.     Hearing and/or Consideration of Claims

                                      i.      Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation

 

                                    ii.      Claim by Jaston Robinson, of 81 Central Ave. Central Falls, for alleged damages to personal property sustained on September 11, 2020 (tabled October 14, 2020)

As requested by the Council, Mr. Jaston filed a police report in relation to his claim. Motion to approve the claim for $235.59 was made by Councilman Silva, seconded by Councilman Acosta and Councilman Ferri. Motion carried unanimously.

 

V.     Schedule of Bills- Hearing and/or Consideration Video Icon

A.     Ordinance Amending the Annual Capital Program and Capital Budget Ordinance- Second Reading (Rivera, by request)

Motion to dispense with the reading was made by Councilman Acosta, seconded by Councilman Solano. Motion carried unanimously.

Public Hearing: no one spoke

Motion to approve the ordinance was made by Councilman Solano, seconded by Councilman Figueroa and Councilman Acosta. Roll call vote: Councilman Acosta: yes; Councilman Ferri: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

B.     Resolution Urging Governor Gina M. Raimondo to Place a Moratorium on Evictions (Rivera)

Motion to amend the resolution by adding “and mortgage assistance” was made by Councilman Silva, seconded by Councilwoman Vega. Roll call vote: Councilman Acosta: yes; Councilman Ferri: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

Motion to approve the resolution as amended was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried unanimously.

 

Motion to suspend Rule 13 of the City Council Rules was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried unanimously.

 

Motion to add Hearing and/or Consideration of Ordinance Creating the Racial Justice & Equity in Central Falls Ordinance by amending Chapter 2 “Administration,” and Chapter 22 “Law Enforcement” to the meeting on October 29, 2020 was made by Councilman Silva, seconded by Councilman Solano. Motion carried unanimously.

Motion to adjourn was made by Councilman Silva, seconded by Councilman Solano and Councilman Figueroa. Meeting adjourned at 6:31pm.
