Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020),

extended by Executive Orders 20-53 (July 10, 2020) and 20-63 (August 7, 2020),

Minutes

 

Council President Rivera called the meeting to order at 6:04pm

 

I.       Roll Call

City Clerk, Sonia Grace, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Franklin Solano, and Councilwoman Jessica Vega. Councilman Hugo Figueroa and Councilman Gus Silva were absent. There was quorum.

 

II.     Pledge of Allegiance

Council President Rivera led the reciting of the pledge of allegiance

 

III.    Public Comment

No one signed up to speak in public comment

Motion to table consideration of the abatement of Rand Place was made by Councilman Ferri, seconded by Councilwoman Vega and Councilman Solano. Motion carried unanimously.

Motion to approve the abatements with exceptions was made by Councilman Acosta, seconded by Councilwoman Vega and Councilman Ferri. Motion carried unanimously.

 

 

V.     Schedule of Bills- Hearing and/or Consideration

A.     Ordinance Amending the Annual Capital Program and Capital Budget Ordinance- First Reading (Rivera, by request)

Public Hearing: no one signed up to speak

City Solicitor Matthew Jerzyk and Director of Finance Barbara Addison spoke about the ordinance and explained the changes proposed herein.

Motion to amend the ordinance by adding section to read “Capital projects, as defined in this ordinance, shall be only those projects that are equal to or greater than $5,000. Any budget surplus in FY 2021 used for capital expenses must be approved by the City Council” was made by Councilman Acosta, seconded by Councilman Solano. Roll call vote: Councilman Acosta: yes; Councilman Ferri: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

Motion to approve the ordinance as amended was made by Councilman Acosta, seconded by Councilman Ferri. Roll call vote: Councilman Acosta: yes; Councilman Ferri: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

VI.    Adjournment

Motion to adjourn was made by Councilman Ferri, seconded by Councilman Solano. Meeting adjourned at 6:28pm.
