Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020),

extended by Executive Orders 20-53 (July 10, 2020) and 20-63 (August 7, 2020),

Minutes

 

Council President Maria Rivera called the meeting to order at 6:50pm

 

I.       Roll Call Video Icon

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Franklin Solano, and Councilwoman Jessica Vega. Councilman Gus Silva was absent. Quorum was present.

Council President Rivera led the reciting of the pledge of allegiance

Mr. Mike Martin of the Blackstone Valley Tourism Council spoke about the event and answered questions from the Council regarding safety and health precautions related to the Covid19 pandemic.

Motion to approve the application and waive the fee was made by Councilman Solano, seconded by Councilman Solano. Motion carried unanimously.

 

                           ii.   Resolution of the City Council Sitting as the Board of License Commissioners Regarding Restaurants, Bars and Social Clubs and Further Covid-19 Preparation and Prevention Measures (Rivera)

Motion to approve the resolution was made by Councilman Silva, seconded by Councilman Ferri.

Dr. Michael Fine and Dr. Beata Nelken were present to speak in support of the resolution and answer questions from the Council. Drs. Fine and Nelken spoke about the high rate of infection in Central Falls and how measures to limit contact between people, such as the closure of restaurants, can have a positive effect.

Dr. Nelken described her experience with testing in Central Falls and the heavy burden carried by her practice.

Motion to amend the beginning of the resolution to November 19 and to add a new meeting before the expiration was made by Councilman Silva, seconded by Councilman Figueroa and Councilman Solano. Motion carried unanimously.

Motion to approve as amended was made by Councilman Silva, seconded by Councilman Solano. Motion carried unanimously.

 

V.     Adjournment

Motion to adjourn was made by Councilman Ferri, seconded by Councilman Figueroa. Meeting adjourned at 6:57pm.
