Minutes

 

City Council President Maria Rivera called the meeting to order at 5:10pm

 

I.       Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Hugo Figueroa, Councilman Franklin Solano, and Councilwoman Jessica Vega. Councilman Robert Ferri and Councilman Gus Silva were absent. Quorum was present.

 

II.     Pledge of Allegiance

Councilwoman Rivera led the reciting of the pledge of allegiance

 

III.    Resolutions of Congratulations to the winners of the Central Falls #7MaskCampaing Challenge: Maria Vilorio Ramos, Jennielys Morales, Kadmiel Carbone, Carlin Sinay Amado, Todd Deslauries, Kaitlyn Veliz; Helen Medina, Eunice Melgar

Councilman Acosta recognized the above listed community members who participated in the #7MaskCampaign

 

IV.    FY21 Budget Ordinances Workshop

A.     Presentations by department directors regarding departmental budgets contained within the FY21 Proposed Budget

The City Council heard presentations and engaged in discussion with department directors regarding the proposed FY 21 budget.

Present and speaking on behalf of their departments were Robert Bradley, Chief of the Fire Department, Matthew Jerzyk, City Solicitor, Elaine Partridge, Director of DPW and Code Enforcement, Tracey Giron, Director of Parks & Recreation, Thomas Deller, Director of Planning and Economic Development, and Sonia Grace, City Clerk.

 

Barbara Addison, Director of Finance and Joshua Giraldo, Chief of Staff also spoke in support of the Proposed FY 21 Budget and answered questions from the Council.

 

Councilman Silva entered the meeting at 5:25pm

 

V.      Advertised Public Hearing regarding Central Falls FY21 Proposed Budget Ordinances

Public Hearing: no one signed up to speak

 

B.     Annual Operating Budget Ordinance-General Fund (Rivera)

 

C.      An Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service (Rivera)

 

D.     An Ordinance Amending the Wage Schedule Generally (Rivera)

 

E.     The Capital Program and Capital Budget Ordinance (Rivera)

 

VI.    Schedule of Bills- Hearing and/or Consideration

F.      Annual Operating Budget Ordinance-General Fund - First Reading (Rivera)

Motion to substitute the ordinance with Sub-A was made by Councilwoman Vega, seconded by Councilman Silva. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

Motion to approve the ordinance as amended was made by Councilman Solano, seconded by Councilman Figueroa. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

G.     An Ordinance Pertaining to the Salaries of Department Heads and Others in Unclassified Service - First Reading (Rivera)

Motion amend the ordinance with Sub-A was made by Councilman Solano, seconded by Councilman Figueroa. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

Motion to approve as amended was made by Councilman Silva, seconded by Councilman Silva, seconded by Councilwoman Vega. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

H.    An Ordinance Amending the Wage Schedule Generally-First Reading (Rivera)

Motion to approve the ordinance was made by Councilman Acosta, seconded by Councilman Silva and Councilman Solano. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

I.       The Capital Program and Capital Budget Ordinance- First Reading (Rivera)

Motion to approve the ordinance was made by Councilman Solano, seconded by Councilman Acosta. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

J.      Ordinance Amending Chapter 2, “Administration,” Article VI, “Finance,” Division 1, “Generally,” Sec. 2-328. Reserve Fund” and Sec. 2-330. Capital Improvement- First Reading (Rivera, by request)

Motion to approve the ordinance was made by Councilman Solano, seconded by Councilman Solano. Motion to approve the ordinance was made by Councilman Solano, seconded by Councilman Acosta. Roll call vote: Councilman Acosta: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

VII.   Adjournment

Motion to adjourn was made by Councilman Silva, seconded by Councilman Figueroa and Councilman Solano. Meeting adjourned at 9:09pm
