City Council President Maria Rivera called the meeting to order at 7:04pm

 

I.       Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Gus Silva, Councilman Franklin Solano, and Councilwoman Jessica Vega. Quorum was present.

Council President Rivera led the pledge of allegiance

IV.    Approval of Records- meeting minutes Video Icon

A.   March 5, 2020

Motion to approve the meeting minutes of March 5 was made by Councilman Ferri, seconded by Councilwoman Vega and Councilman Solano. Motion carried 7-0.

B.   March 12, 2020

Motion to table the meeting minutes of March 12 was made by Councilman Acosta, seconded by Councilman Ferri. Motion carried 7-0.

C.   March 26, 2020

Motion to approve the meeting minutes of March 26 was made by Councilman Ferri, seconded by Councilwoman Vega and Councilman Figueroa. Motion carried 7-0.

D.  April 24, 2020

Motion to approve the meeting minutes of Councilman Solano, seconded by Councilman Acosta and Councilman Ferri. Motion carried 7-0

E.   April 29, 2020

Motion to approve the meeting minutes of Councilman Ferri, seconded by Councilman Solano. Motion carried 7-0

Motion to approve the abatements collectively was made by Councilman Ferri, seconded by Councilwoman Vega.

Barbara Addison, Director of Finance, answered questions from the Council regarding the abatements

Motion carried unanimously.

 

B.   Advertised public hearing regarding the Central Falls Community Electricity Aggregation Plan submitted to the Rhode Island Public Utilities Commission

Thomas Deller, Director of the Department of Planning & Economic Development spoke and provided an overview of the program and the draft plan.

James Rhodes and Patrick Roche of Green Energy were also present and answered questions from the Council regarding protections for residents, the plan timeline and contract review process.

Motion to approve the draft plan was made by Councilwoman Vega, seconded by Councilman Solano and Councilman Figueroa. Roll call vote: Councilman Acosta: yes; Councilman Ferri: yes; Councilman Figueroa; yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes; Council President Rivera: yes. Motion carried unanimously.

 

C.   Public hearing regarding the Central Falls Police Department’s grant application to the US Department of Justice Coronavirus Supplemental Funding Program for support with expenses related to the COVID-19 Pandemic

Public Hearing-no one signed up to speak

Colonel Daniel Barzykowski, Chief of the Central Falls Police Department, provided an overview of the request for proposals issued by USDOJ and answered questions from the Council about application being submitted by the Central Falls. Colonel Barzykowski also spoke about the work  of his department related to COVID-19 response.

Motion to support the Central Falls Police Department’s grant application to the US Department of Justice Coronavirus Supplemental Funding Program was made by Councilman Solano, seconded by Councilman Acosta and Councilman Figueroa. Motion carried unanimously.

 

D.  Consideration of Memorandum of Agreement between the City of Central Falls and Fraternal Order of Police, Lodge #2, re: employee leave during COVID-19 quarantine

Matthew Jerzyk, City Solicitor, reviewed the content of the agreement and answered questions from the Council.

Motion to approve the Memorandum of Agreement between the City of Central Falls and Fraternal Order of Police, Lodge #2 was made by Councilman Solano and Councilman Silva, seconded by Councilman Figueroa. Motion carried unanimously.

 

 

Motion to amend the agenda by adding the introduction of Ordinance amending Chapter 32, "Streets, Sidewalks and Other Public Places," Article VIII "Sidewalk Cafe License” was made by Councilman Solano, seconded by Councilwoman Vega. Motion carried unanimously.

 

City Clerk Grace read the title of the ordinance for records. Ordinance was introduced
