Special City Council Meeting

Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020), the meeting of the City Council will be held using the platform Zoom-

Minutes

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Gus Silva, Councilman Franklin Solano, and Councilwoman Jessica Vega. Quorum was present.
Councilwoman Rivera led the reciting of the pledge of allegiance.

Carlene Fonseca, 40 School St.- spoke about the increase in firework activity in the city and asked for a review of the city’s ordinances related to fireworks. Ms. Fonseca also asked for clarification regarding the homestead exemption ordinance being considered.

A. March 12, 2020
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilwoman Vega. Motion carried unanimously.
B. May 11, 2020
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.
C. May 15, 2020
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilman Figueroa. Motion carried unanimously.
D. May 19, 2020
Motion to approve the meeting minutes was made by Councilman Solano, seconded by Councilman Ferri. Motion carried unanimously.
E. May 21, 2020
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.
F. May 26, 2020
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.
G. June 4, 2020
Motion to approve the meeting minutes was made by Councilman Solano, seconded by Councilwoman Vega. Motion carried unanimously.

B. Executive Order 2020-0011: Appointment of Acting Director of Public Works and Code Enforcement

C. Consideration of appointment of Mr. Jean Phillipe Barros to the position of Director of the Department of Public Works and Code Enforcement
Motion to approve the appointment of Mr. Jean-Phillipe Barros was made by Councilman Figueroa, seconded by Councilman Solano.
Mr. Joshua Giraldo spoke on behalf of the appointment and answered questions regarding other positions within the department.
Mr. Barros was present and addressed the Council.
Motion carried unanimously.

Motion to approve the abatements was made by Councilman Silva and Councilman Acosta, seconded by Councilman Ferri. Motion carried unanimously.
B. Hearing and consideration of petition of Calderon Events, LLC d/b/a Grated Mix- Glamour Events, 644 Dexter Street, for extension of time by which petitioner may claim Alcoholic Beverages Class B License
Motion to grant the extension until December 13, 2020 was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.
C. Hearing and/or Consideration of Claims
i. Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation
The Council did not enter into executive session
ii. Claim by Peter j. Leclerc of 71 Lennon St. Providence, RI 02908 for alleged damages to personal property sustained on June 16, 2020.
Motion to refer the claim to the RI Interlocal Risk Management Trust was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.
iii. Claim by Patricia Perez 7 Jaylin Aceituno of 111 Butler Ave, Central Falls, RI 02863 for alleged injuries sustained on June 3, 2020
Motion to refer the claim to the RI Interlocal Risk Management Trust was made by Councilman Ferri, seconded by Councilman Silva. Motion carried unanimously.

A. Ordinance Amending Chapter 34 “Taxation,” Article III “Property Tax Exemptions” by adding sworn statements to ascertain and confirm legal residency in Central Falls- Introduction (Solano)

B. Resolution Supporting Critical Civil Rights Legislation-Rhode Island General Assembly H-7747 and S-2585 (Rivera)
Motion to approve the resolution was made by Councilman Acosta, seconded by Councilman Figueroa. Motion carried unanimously.
Motion to adjourn was made by Councilman Ferri, seconded by Councilman Figueroa. Meeting adjourned at 7:13pm.
