Meeting Minutes
City Council President Maria Rivera called the meeting to order at 6:05pm
Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Gus Silva, Councilman Franklin Solano, and Councilwoman Jessica Vega. Quorum was present.

Councilwoman Rivera lead the reciting of the pledge of allegiance

Thomas Lazieh, 1072 Lonsdale Ave.- inquired about the way the City will reimburse residents who have overpaid on their taxes based on the announcement of the miscalculations in the current fiscal year. Mr. Lazieh also asked about the status of construction of the fields and spoke various topics related to the city.
Representative Jim McLaughlin- spoke about funding of the Central Falls School District, current legislation that might affect Central Falls including
Tia Ristaino-Siegel, 14 Worth St.- asked questions related to the FY20 budget. Ms. Ristaino-Siegel expressed her discontent with the current situation and her desire to hear about solutions to the problem.
Motion to approve the meeting minutes was made by Councilman Ferri, seconded by Councilman Silva and Councilman Solano. Motion carried unanimously.

Mr. Robert Battey, Tax Assessor, answered questions from the Council regarding the abatements and about systems within the department to identify and correct duplicate accounts.
Motion to approve the abatements collectively was made by Councilman Silva, seconded by Councilwomen Vega. Motion carried unanimously.
C. PUBLIC HEARING- Request for public input and comment on the City of Central Falls “Year 16 RIPDES MS4 Report,” as required by the Rhode Island Department of Environmental Management
Ms. Elaine Partridge, Director of Code Enforcement and Public Works provided an overview of the work of the City as described the report.

D. Hearing and/or consideration of Easement Agreement between the City of Central Falls and National Grid to install, construct, reconstruct, repair, replace, add to, maintain and operate an underground distribution system for the distribution of electric current at 1420 Broad St, Central Falls
Motion to accept the agreement was made by Councilman Ferri, seconded by Councilwoman Vega and Councilman Silva. Motion carried unanimously.
E. Presentation and update by Ms. Barbara Addison, Director of Finance, regarding FY20 City Budget

Motion to approve the election of constables with the amendment of Mr. Thomas Lazieh’s address from 1172 to 1072 was made by Councilman Silva, seconded by Councilman Solano. Motion carried unanimously.
