Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020),

extended by Executive Orders 20-53 (July 10, 2020) and 20-63 (August 7, 2020),

Minutes

 

Council President Maria Rivera called the meeting to order at 6:02pm.

 

I.       Roll Call Video Icon

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Gus Silva, Councilman Franklin Solano and Councilwoman Jessica Vega.

 

II.     Pledge of Allegiance

Council President Rivera led the reciting of the pledge of allegiance.

IV.    Approval of records- meeting minutes Video Icon

A.   October 14, 2020

Motion to approve the meeting minutes was made by Councilman Ferri and Councilman Solano, seconded by Councilman Acosta. Motion carried unanimously.

 

B.   October 19, 2020

Motion to approve the meeting minutes was made by Councilman Figueroa and Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.

 

C.   October 26, 2020

Motion to approve the meeting minutes was made by Councilman Ferri and Councilman Solano, seconded by Councilwoman Vega. Motion carried unanimously.

 

D.  October 29, 2020

Motion to approve the meeting minutes was made by Councilman Acosta, seconded by Councilman Ferri. Motion carried unanimously.

 

E.   November 9, 2020

Motion to approve the meeting minutes was made by Councilman Solano, seconded by  Councilmen Acosta, Figueroa and Ferri. Motion carried unanimously.

 

F.   November 17, 2020

Motion to approve the meeting minutes was made by Councilman Ferri and Councilwoman Vega, seconded by  Councilman Solano. Motion carried unanimously.

A.   City Council Sitting as Board of License Commissioners Video Icon

i.    Advertised Hearing and consideration of petition of El Carriel Antioqueño Inc. d/b/a El Carriel Antioqueño, for Alcoholic Beverages Class B (Victualling) License

Public Hearing: no one signed up to speak

Motion to approve the petition was made by Councilman Silva and Councilman Solano, seconded by Councilman Ferri.

Ms. Adriana Zuleta was present to speak and to answer questions from the Council.

Motion carried unanimously.

 

ii.   Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation Video Icon

Motion to enter into executive session was made by Councilman Solano, seconded by Councilman Silva. Motion carried unanimously.

Motion to seal the minutes was made by Councilman Silva, seconded by Councilman Figueroa. Motion carried unanimously.

Motion to exit executive session was made by Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.

 

iii.  Hearing, Consideration and Possible Action regarding the following license and license holders Tariq S. Khalil, D/B/A Pizza R Us/Convenience R Us, 791 Lonsdale Ave, Central Falls, RI 02863 Video Icon

Motion to enter the police report 20-1232-OF  into the record was made by Councilman Ferri, seconded by Councilwoman Vega and Councilman Solano.

Matthew Jerzyk, City Solicitor, reviewed the content of the police report.

Motion to conditionally approve the license renewal for 90 days from December 14, baring any police involvement, with giving Police Department authority to close business until a Council hearing.

Motion carried unanimously.

VII.   Schedule of Bills- Hearing and/or Consideration Video Icon

A.   Resolution Requesting the Commemorative Naming of Cowden Street as Jorge Cardenas Way (Solano)

Motion to approve the resolution was made by Councilman Silva, seconded by Councilwoman Vega and Councilman Figueroa.

Councilman Solano spoke about the role  and impact Mr. Cardenas had in Central Falls.

Motion carried unanimously.

 

VIII. Adjournment

Motion to adjourn was made by Councilman Solano, seconded by Councilman Figueroa. Meeting adjourned at 6:59pm
