Pursuant to Governor Gina M. Raimondo’s Executive Order 20-25 (April 15, 2020),

extended by Executive Orders 20-53 (July 10, 2020) and 20-63 (August 7, 2020),

the meeting of the City Council will be held using the platform Zoom-

Minutes

 

I.       Roll Call

City Clerk, Sonia Grace, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Gus Silva, Councilman Franklin Solano, and Councilwoman Jessica Vega. Councilman Hugo Figueroa was absent. There was quorum.

 

II.     Pledge of Allegiance

Council President Rivera led the reciting of the pledge of allegiance.

 

III.    Public Comment

Tia Ristaino-Siegel, 14 Worth St.- spoke about the appointments to the Boards and the length of appointments.

 

IV.    Approval of records- Meeting minutes of June 15, 2020

Motion to approve the meeting minutes was made by Councilman Solano and Councilman Ferri, seconded by Councilman Solano. Motion carried unanimously.

 

V.      Executive Communications

A.   Executive Order 2020-0010: Supplemental Covid-19 Prevention Measures Regarding Public Safety at City Hall

B.   Consideration of appointments:

i.    Central Falls Housing Authority Board: Zuleyma Gomez, of 100 Hadwin Street, VICE Paul Charette; term to expire August 16, 2025

Motion to table the appointment was made Councilman Silva seconded by Councilman Solano. Motion carried unanimously.

 

ii.   Donald Wyatt Detention Facility Board: Deborah Faith, of 501 Roosevelt Ave, Apt. 102, VICE Agostinho Silva; term to expire August 16, 2022

Motion to approve the appointment was made by Councilwoman Vega, seconded by Councilman Ferri. Motion carried five in the affirmative, none in the negative. Councilman Acosta voted present.

 

iii.  Central Falls Zoning Board:  Jonathan Agudelo, of 217 Cross St., VICE Norman Deguilio; term to expire December 31, 2024

Motion to approve the appointment was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried unanimously.

 

iv.  Zoning Board:  Andres D. Flores Contrera, of 100 Hadwin St, VICE Linda Colette; term to expire August 16, 2025

Motion to approve the appointment was made by Councilman Acosta, seconded by Councilwoman Vega, Councilman Silva and Councilman Ferri. Motion carried unanimously.

 

v.   Planning Board: Daniel Sierra, of 23 Crown St. VICE Maria Ines Lopez; term to expire December 31, 2024.

Motion to approve the appointment was made by Councilman Acosta, seconded by Councilman Ferri and Councilman Silva. Motion carried unanimously.

 

vi.  Planning Board: Victoria Hua Huang, of 535 Roosevelt Ave, VICE Robert Beadle; term to expire December 31, 2023

Motion to approve the appointment was made by Councilman Silva, seconded by Councilwoman Vega and Councilman Solano. Motion carried unanimously.

 

vii. Board of Canvassers and Registration: Ryan C. Oldmixon, of 133 Chestnut Street, VICE Juan Pablo Restrepo; term to expire March 1, 2027

Motion to approve the appointment was made by Councilman Acosta and Councilman Silva, seconded by Councilwoman Vega and Councilman Ferri. Motion carried unanimously.

 

C.   Department Financial reports- Code Enforcement, Fire: June 2020; City Clerk, Fire, Police: July 2020; Finance: FY20 through June 30, 2020 (unaudited) - Revenue and expense, Reserve Cash Balance and Capital Expenditure

Barbara Addison, Director of Finance, answered questions from the Council regaring capital expenses.

i.    Hearing and/or Consideration regarding the lifting of suspension of all hawkers and peddlers licenses during the COVID-19 Pandemic

Motion to lift the suspension of hawkers and peddler licenses was made by Councilman Silva and Councilman Solano, seconded by Councilman Ferri. Motion carried unanimously.

 

C.   Presentation and updates by the Department of Planning and Economic Development regarding improvement projects on Sylvian Street, the construction and development of the train station, improvements to city fields and parks

Mr. Thomas Deller, Director of Planning and Economic Development provided an overview of the work at the city’s parks and fields. He spoke about 1304 High St, Macomber Stadium, Higginson Avenue Complex, and Jenks Park.

Mr. Deller also spoke about work on Sylvian street, road repaving and the at the Train Station.

 

D.  Presentation by the Police Department pertaining to crime data

Colonel Daniel Barzykowski presented data representative of the crime statistics in Central Falls and provided context and descriptions for those data. He answered questions about the work of the police department to mitigate and decrease crime.

 

VII.   Schedule of Bills- Hearing and/or Consideration

A.   Ordinance Amending Chapter 34 “Taxation,” Article III “Property Tax Exemptions” by adding sworn statements to ascertain and confirm legal residency in Central Falls- First Reading (Solano)

 

B.   Ordinance Creating the Racial Justice & Equity in Central Falls Ordinance by amending Chapter 2 “Administration,” and Chapter 22 “Law Enforcement”- Introduction (Rivera)

 

C.   Resolution Approving the Execution of A Corrective Quitclaim Deed For 387 Broad Street, Central Falls, Rhode Island (Plat 1, Lot 70) (Rivera)

 

D.  Resolution of condolences and congratulations
