Meeting Minutes

 

Council President Maria Rivera called the meeting to order at 6:02pm.

 

I.       Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Council President Maria Rivera, Councilman Jonathon Acosta, Councilman Robert Ferri, Councilman Hugo Figueroa, Councilman Gus Silva, Councilman Franklin Solano, Councilwoman Jessica Vega. Quorum was present.

 

II.     Pledge of Allegiance

Council President Rivera led the reciting of the pledge of allegiance.

 

III.    Public Comment

Thomas Lazieh, 1072 Lonsdale Ave- Mr. Lazieh spoke about the agenda and documents that are made available to the public. He also asked about the status of the Wyatt Facility board meetings, the Osram Sylvania mill, and other properties of interest to the him. Mr. Lazieh spoke about the Nuisance Task Force and questioned how it operates.

 

IV.    Approval of Records- Meeting minutes

A.   July 29, 2019

Motion to approve the meeting minutes of July 29 was made by Councilman Silva, seconded by Councilman Solano. Motion carried 6-0. Councilwoman Vega abstained from voting.

 

B.   August 7, 2019

Motion to approve the meeting minutes of August 7 was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried 7-0.

 

C.   August 19, 2019

Motion to approve the meeting minutes of August 19 was made by Councilman Silva, seconded by Councilwoman Vega. Motion carried 6-0. Councilman Acosta abstained from voting.

VII.   Schedule of Bills- Hearing and/or consideration

A.   Ordinance amending Division 1 "Generally" of Article VI "Finance" of Chapter 2 "Administration" of the Revised Ordinances, City of Central Falls, Rhode Island, is hereby amended by creating section 2-333 “Affordable Housing Trust Fund” (Vega, Rivera, Acosta)- First Reading

Public Hearing: no one signed up to speak

Motion to approve the ordinance was made by Councilman Acosta, seconded by Councilwoman Vega. Motion and were withdrawn.

Matthew Jerzyk, City Solicitor, reviewed changes in ordinance being proposed as a Sub-A.

Motion to replace the ordinance with Sub-A as presented was made by Councilman Ferri, seconded by Councilman Solano. Roll call vote: Council President Rivera: yes; Councilman Acosta: yes; Councilman Ferri: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes. Motion carried unanimously.

 

Motion to approve the ordinance as amended was made by Councilman Figueroa, seconded by Councilman Silva. Roll call vote: Council President Rivera: yes; Councilman Acosta: yes; Councilman Ferri: yes; Councilman Figueroa: yes; Councilman Silva: yes; Councilman Solano: yes; Councilwoman Vega: yes. Motion carried unanimously.

 

B.   Ordinance Amending Appendix A of The Code of Ordinances Titled "Zoning" Adopted October 15, 2007 by Adding Vocational Training Facility to Article III. Use and Dimensional Regulations and to Appendix A of The Zoning Ordinance (Rivera) First Reading

 

C.   Resolution Designating 469 Roosevelt Avenue, Lyon Fabrics, as a Historic Central Falls Landmark (Vega)

Motion to approve the resolution was made by Councilman Silva, seconded by Councilwoman Vega.

Councilwoman Vega spoke on behalf of the resolution and provided background information on its development

Motion carried 7-0.

 

D.  Resolution of Central Falls City Council in Condolences and Congratulations

None

IX.    Good & Welfare

Council President Rivera announced that, at the September 23rd meeting, the City Council will recognize the barbers who donated their name for the back-to-school event.

Motion to adjourn was made by Councilman Silva, seconded by Councilman Figueroa and Councilman Ferri. Meeting adjourned at 6:33pm.
