City Council President Robert Ferri called the meeting to order in the Central Falls City Council Chambers at 7:34pm.
Sonia Grace, City Clerk, conducted the roll call. Present were Councilman Robert Ferri, Councilman Jonathon Acosta, Councilman Hugo Figueroa, Councilwoman Carlene Fonseca and Councilman Frank Solano. Councilman Thomas Lazieh and Councilwoman Maria Rivera were absent.
Councilman Ferri led the reciting of the pledge of allegiance
A. Ordinance Creating the Wage Theft Prevention and Reduction Act- Second Reading (Solano)
Public Hearing
Heiny Maldonado, Fuerza Laboral- (Councilman Acosta interpreted the testimony). Ms. Maldonado spoke about the need for this ordinance and the areas where wage theft currently exists. According to Ms. Maldonado, research has shown that Central Falls employees have a higher likelihood of being victims of wage theft
Raul Figueroa, Fuerza Laboral- explained the process of complaints of wage theft, the issues faced by local employees and remedies available in Rhode Island
Al Romanowicz, 303 Central St.- shared his concerns about the liability of the city if there is litigation. Mr. Romanowicz also was concerned about duplication with state laws.
Motion to approve was made by Councilman Acosta, seconded by Councilman Figueroa. Roll call vote: Councilman Ferri: yes; Councilman Acosta: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilman Solano: yes. Motion carried 5-0.
B. Ordinance Amending Article II “City Council” Of Chapter 2, “Administration”- Second Reading (Fonseca)
Public Hearing: no one signed up to speak
Motion to approve the ordinance was made by Councilwoman Fonseca, seconded by Councilman Acosta. Roll call: Councilman Ferri: no; Councilman Acosta; yes; Councilman Figueroa: no; Councilwoman Fonseca: yes; Councilman Solano: present. Motion failed.
Motion to adjourn was made by Councilwoman Fonseca, seconded by Councilman Solano. Meeting adjourned at 7:55pm.
