Meeting Minutes

 

Council President Bob Ferri called the meeting to order at the Central Falls Council chambers at 6:11pm

 

          I.                  Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Councilman Robert Ferri, Councilman Jonathon Acosta, Councilwoman Carlene Fonseca, Councilman Thomas Lazieh, Councilwoman Maria Rivera and Councilman Franklin Solano. Councilman Hugo Figueroa was absent

 

       II.                  Pledge of Allegiance

Councilman Ferri led the reciting of the pledge of allegiance

 

    III.                  Public Comment

No one signed up for public comment

 

     IV.                  Approval of Records-Meeting minutes

1.       November 14, 2018

2.      November 26, 2018

Motion to withdraw the minutes from consideration was made by Councilman Lazieh. Motion was not seconded. Motion died.

Motion to approve the minutes was made by Councilwoman Rivera, seconded by Councilman Solano. Motion carried 5-1.

Mr. Bob Battey, Tax Assessor, was present and answered questions from the Council pertaining to the abatements and additions.

Motion to approve the abatements was made by Councilman Lazieh, seconded by Councilwoman Rivera. Motion carried 6-0.

Motion to approve the additions was made by Councilman Lazieh, seconded by Councilman Solano. Motion carried 6-0.

City Clerk Grace announced that Mr. Salguero Catu withdrew his business application from consideration.

 

                        ii.      Advertised hearing and consideration of petition for new Alcoholic Beverage Class B License (full liquor license) for JD’s Bar, LLC d/b/a JD’s Bar, 137 Central Street.

Public Hearing- no one signed up to speak

Mr. Robert J. Consatino, attorney for the applicant, spoke on behalf of his clients and answered questions from the Council.

Motion to approve the application of JD’s Bar, LLC was made by Councilman Lazieh, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Acosta: yes; Councilwoman Fonseca: yes; Councilman Lazieh: yes; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried unanimously.

 

                      iii.      Hearing and consideration of Petition by La Villa Bistro, Inc. d/b/a La Villa Bistro, 428 Dexter Street, for extension of time by which petitioner may claim Alcoholic Beverages Class B Ltd License

Ms. Natalie spoke on behalf of La Villa Bistro to request an extension by which to claim the license.

Motion to grant extension retroactive to original Council approval for an additional 60 days was made by Councilman Lazieh, seconded by Councilman Solano. Motion carried unanimously.

 

                      iv.      Consideration of 2018-2019 business license renewals (late renewals)

Motion to approve the renewals was made by Councilwoman Fonseca, seconded by Councilwoman Rivera. Motion carried 6-0.

 

VIII.                  Hearing and/or Consideration of Claims

                    i.            Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation

Council did not convene in executive session.

 

                  ii.            Joseph J. Voccola & Associates on behalf of Martha Rodriguez, for alleged personal injury sustained on October 24, 2018

Motion to refer the claim of Martha Rodriguez to the RI Interlocal Risk Management Trust was made by Councilman Lazieh, seconded by Councilwoman Fonseca. Motion carried 6-0.

 

     IX.                  Good & Welfare

Councilman Ferri: wished the council and city residents happy holidays

Councilman Solano: congratulated the Central Falls High School basketball team on winning the super bowl.

Councilwoman Fonseca: thanked members of the City Council for the support during her tenure as councilor

Councilman Lazieh: thanked the City Council and shared his concerns about the future of the council and of the city.

 

        X.                  Adjournment

Motion to adjourn was made by Councilwoman Rivera, seconded by Councilman Solano. Meeting adjourned at 7:18pm.
