Council President Bob Ferri called the meeting to order at the Central Falls Council chambers at 6:05pm.
I. Roll Call
Sonia Grace, City Clerk, conducted the roll call. Present were Councilman Robert Ferri, Councilwoman Carlene Fonseca, , Councilwoman Maria Rivera and Councilman Franklin Solano. Councilman Jonathon Acosta, Councilman Hugo Figueroa and Councilman Thomas Lazieh were absent.
II. Pledge of Allegiance
Councilman Ferri led the pledge of allegiance.
Councilman Figueroa entered the meeting at 6:06pm.
III. Schedule of Bills-Hearing and/or consideration
A. Ordinance authorizing the City of Central Falls to provide for the design, construction, renovation, repair, rehabilitation, alteration, improvement, furnishing and equipping of public roads, sidewalks, city parks, including, but not limited to, Jenks Park and the Ralph J. Holden community center and authorizing the financing thereof, including the issue of not more than $5,000,000 bonds, notes and other evidences of indebtedness therefor- Second Reading (Ferri)
Public Hearing:
Halima Dayagang- expressed her concern regarding the location of the community center if it were located near the Wyatt Detention Facility.
Edna Poulin, 68 Notre Dame St- read a statement from Councilman Thomas Lazieh who was not able to attend the meeting. Ms. Poulin also asked about the surplus in previous years fiscal years and shared her concern about the building of the new community center.
Lorraine Savard, 76 Emmett St.- expressed her disapproval for the bond and her concern regarding the timeline for the ballot questions approval.
Carlene Fonseca, 184 Shawmut Ave.- read several comments that were shared with her in regard to the bond through social media. In general, the comments we not in favor of the location if the community center and concerned with borrowing for projects.
Al Romanowicz, 303 Central St.-shared his concern regarding the location of the community center and asked about future plans for maintaining and sustaining the building and parks.
Tia Ristaino-Siegel, 14 Worth St.-requested that the Council create a long-term sustainabity plan for all the projects being funded by the bond.
Mr. Matthew Jerzyk, City Solicitor, reviewed the revisions as approved at the last council meeting.
Motion to amend the ordinance with Substitute A was made by Councilwoman Rivera, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried 5-0.
Motion to approve as amended was made by Councilwoman Rivera, seconded by Councilman Solano. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: no; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried 4-1.
B. Ordinance Permitting a Proration of ohe Homestead Exemption- Introduction (Acosta)

Motion to adjourn was made by Councilwoman Rivera, seconded by Councilwoman Fonseca. Meeting adjourned at 7:16pm
