Council President Bob Ferri called the meeting to order at the Ella Risk School at 6:15pm.

 

 

I.       Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Councilman Bob Ferri, , Councilman Hugo Figueroa, Councilwoman Carlene Fonseca, and Councilman Franklin Solano. Councilman Jonathon Acosta, Councilman Thomas Lazieh, and Councilwoman Maria Rivera were absent. Quorum was present.

 

II.     Pledge of Allegiance

Councilman Ferri led the pledge or allegiance.

 

Motion to add the Consideration of petition by National Grid and Verizon for permission for a joint pole location on Cowden Street and the resolution of condolences from the September 18, 2017 meeting to this agenda was made by Councilwoman Fonseca, seconded by Councilman Solano. Motion carried 4-0.

 

III.    Public Comment

Tia Ristaino-Siegel, 14 Worth St- Invited the Council to Brews for Book on October 21, 2017 at the Adams Public Library.

Lorraine Savard, 76 Emmett St- shared her concerned about the health and quality of the plants at the park on Crossman St. and asked about the best way to get information following the presentation by the Office of Energy Resources

Jean Morris, 30 Washington St- shared her concerns about keeping the sidewalks clean of debris and animal waste and the accessibility in many private buildings.

 

Motion to approve the consideration of petition by National Grid and Verizon for permission for a joint pole location on Cowden Street was made by Councilwoman Fonseca, seconded by Councilman Solano. Motion carried 4-0.

Resolution Requesting a Study on the Prohibition of Hate Speech Demonstrations in Central Falls and the Surveying and Documenting of Public Monuments in Central Falls (Acosta)

Motion to approve the resolution was made by Councilwoman Fonseca, seconded by Councilman Solano. Motion carried 4-0.

 

Resolution of Central Falls City Council in Condolences and Congratulations

Councilman Ferri requested a moment of silence is honor of those who passed away and were recognized by the resolutions.

 

Motion to approve the resolution of condolences for Paul J. Haddad dod 7/12/17; Michael A. Kowal dod 7/11/17; George Sanky dod 7/19/17; Phillip D. St. Pierre, Sr. dod 7/22/17; Beatrice Ann Thomas dod 8/14/17; Basil A. Donato dod 8/17/17; Frank J. Montanaro, Sr.; and  Carolina Cano dod 8/19/17 was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 4-0.

 

VII.   New Business

Presentation by the Rhode Island Office of Energy Resources

Becca Trietch and Shauna Beland of the Office of Energy Resources gave an overview of the programs available to residents, businesses and to municipalities. Both representatives answered questions from the Council and from the audience about program requirements and benefits.

Motion to approve the petition for transfer was made by Councilman Solano, seconded by Councilwoman Fonseca. Motion carried 4-0.

IX.    Good & Welfare

Councilman Ferri: announced the opening and dedication of the Veterans Park on Hunt St on November 11, 2017 and the event at the Adams Public Library on October 21, 2017

Councilwoman Fonseca: spoke about several events, including the Job Fair that  was very successful and reached many city residents.

 

X.     Adjournment

Motion to adjourn was made by Councilman Solano, seconded by Councilwoman Fonseca. Meeting adjourned at 7:11pm.
