1.      Roll Call

Council President Bob Ferri called the meeting to order at the Central Falls City Council Chambers at 5:06pm.

Present were Councilman Bob Ferri, Councilman Jonathon Acosta, Councilman Hugo Figueroa, Councilwoman Carlene Fonseca, Councilman Thomas Lazieh, Councilwoman Maria Rivera, Councilman Franklin Solano.

 

Councilman Lazieh objected to the calling of the meeting stating it violated the Open Meetings Act and requested an opinion of the City Solicitor.

Attorney Matthew Jerzyk, City Solicitor, explained that, as he had expressed in the past, the meeting did not violate the Open Meetings Act. He also explained that this opinion was supported by the Attorney General’s Office.

3.     Discussion with department directors regarding FY18 Proposed Budget

Mr. Leonard Morganis, AFO presented the overarching changes in the FY2018 budget.

 

Mr. John Simmons, of RI Public Expenditure Council, described his work on behalf of the City of Central Falls.

 

Mr. Morganis and Mr. Simmons answered questions from the Council regarding revenue, bond refinancing,

 

The following department directors were presented and answered questions from Council:

Matthew Jerzyk, City Solicitor

Jackie Parra, Human Resources

Irina Gorman, Acting Finance Director

Elaine, Director of Public Works and Code Enforcement

Colonel James Mendonca, Chief of Police

Robert Bradley, Chief of the Fire Department

 

Councilman Figueroa left the room at 6:37pm and returned at 6:42.

 

Councilman Figueroa left the room at 8:54 and returned at 8:58

 

Councilman Ferri left the room at 8:56 and returned at 8:57

 

 

4.     Adjournment

Motion to adjourn was made by Councilwoman Fonseca. Meeting adjourned at 9:25pm.
