Minutes

 

Council President Bob Ferri called the meeting to order at the Central Falls City Council Chambers at 7:00pm.

 

 

                   I.         Roll Call

Sonia Grace, City Clerk, conducted the roll call. Present were Councilman Bob Ferri, , Councilman Hugo Figueroa, Councilman Thomas Lazieh, Councilwoman Maria Rivera, Councilman Franklin Solano. Councilman Acosta was absent. Quorom was present.

 

                II.         Pledge of Allegiance

Councilman Ferri lead the reciting of the pledge of alleagiance.

 

Councilwoman Fonseca entered the meeting at 7:01pm

 

Councilman Lazieh asked that it be noted that he filed a complaint with City Solicitor Matthew Jerzyk in regards to the matter in which meeting materials were delivered to the City Council.

 

             III.         Public Hearing  pertaining to Central Falls Police Department 2017 application for JAG/Byrne Grant funds.

Public Hearing was opened by Council President Ferri. No one from the Public signed up to speak.

Colonel James Mendonca, Chief of Police, provided overview of the grant proposal being submitted by the Central Falls Police Department. Colonel Mendonca explained that, as in previous requests, the department seeks support for technology related purchases such as servers, supplies and connectivity.

Colonel Mendonca also answered questions from the council.

 

Motion to support the Central Falls Police Department’s 2017 application for JAG/Byrne Grant funds was made by Councilman Lazieh, seconded by Councilwoman Fonseca. Motion carried 6-0.

 

              IV.         Executive Session pursuant to R.I.G.L § 42-46-5 (a)(5), pertaining to discussions or considerations related to the acquisition or lease of real property for public purposes, or of the disposition of publicly held property wherein advanced public information would be detrimental to the interest of the public.

Motion to enter into executive session was made by Councilman Solano, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilman Lazieh: no; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried 5-1.

 

Councilman Acosta entered the meeting at 7: 38pm.

 

Motion close executive session and return to open session was made by Councilman Solano, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Acosta: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilman Lazieh: yes; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried 7-0.

 

City Council meeting returned to open session.

 

Sonia Grace, City Clerk, announced the vote taken during executive session.

Motion to approve the resolution was made by Councilwoman Rivera, seconded by Councilman Figueroa and Councilman Solano. Roll call vote: Councilman Ferri: yes; Councilman Acosta: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilman Lazieh: yes; Councilwoman Rivera: yes; Councilman Solano: yes. Motion carried 7-0.

 

                 V.         Adjournment

Motion to adjourn the meeting was made by Councilman Acosta, seconded by Councilwoman Fonseca. Meeting adjourned at 7:55pm.
