Meeting Minutes

 

Council President Bob Ferri called the meeting to order at 6:03 pm in the Central Falls City Council Chambers.

 

1.       Roll Call

City Clerk, Sonia Grace conducted the roll call. Present were Councilman Ferri, Councilman Figueroa, Councilwoman Fonseca, Councilwoman Gonzalez and Councilman Vaudreuil. Councilwoman Gonzalez was absent. Councilwoman Racquier, Councilwoman Ristaino-Siegel were absent. Quorum was present.

 

2.      Pledge of Allegiance

Council President Ferri led the Pledge of Allegiance

 

3.      Public Comment

Jean Morris of 30 Washington St.- spoke in support of the planning of a community center. Ms. Morris shared her concerns with some sidewalks in the city.

 

4.      Consideration of meeting minutes

Motion to approve the meeting minutes collectively was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Councilwoman Fonseca withdrew motion.

a.      Motion to approve the meeting minutes of September 12, 2016 was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez. Motion carried 5-0.

b.      Motion to approve the meeting minutes of September 27, 2016 was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 4-0. Councilman Figueroa abstained from voting.

c.       Motion to approve the meeting minutes of October 3, 2016 was made by Councilwoman Fonseca, seconded Councilman Vaudreuil. Motion carried 3-0. Councilman Figueroa and Councilwoman Gonzalez abstained from the voting.

 

5.      Receipt of Department Financial Reports

a.      City Clerk Department- Report for month of August 2016: Distribution Report

b.      Department of Code Enforcement- Report for month of September 2016: Building Division Permits Issued, Complaints Report

c.       Finance Department- August 2016 Revenue, September 2016 Expense, Fiscal Year 2017 Capital Improvement Fund

Ms. Cynthia DeJesus answered questions from Council regarding revenue and expenses in the report.

Mr. Peter Friedrichs answered questions from the Council regarding capital projects managed by the Department of Planning and Economic Development.

Motion to approve the reports and place them of file was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 5-0.

Motion to approve the application of Sanchez Food Corp. was made by Councilwoman Gonzalez, seconded by Councilman Figueroa. Motion carried 5-0.

 

Motion to approve the application of Louis Augusta was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 5-0.

 

Motion to approve the application of the Adams Public Library and to waive the application fees, as request by the organization, was made by Councilwoman Gonzalez, seconded by Councilwoman Fonseca. Motion carried 5-0.

 

b.      Hearing, Consideration and Possible Action regarding the following license and license holders

Lt. John Carroll of the Central Falls Police department described the events that lead to the hearing. Lt. Carroll explained the process of tobacco sales compliance checks and how Sunnyhill farms failed the check by selling tobacco products to a minor.

 

            No one from the business was present to testify.

           

Motion to impose a $250 fine was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez. Motion carried 5-0.

 

8.      Ordinance amending the Economic Expansion Incentive Program- Introduction (Vaudreuil, by request)

9.      Correspondence from the Burrillville Town Council regarding resolution opposing the sitting of Clear River Energy Center

Motion place correspondence on file was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca. Motion carried 5-0.

 

10.   Good & Welfare from City Councilors updates, announcements, reports from councilors in regards to community liaisons and events

Councilman Figueroa thanked the Council for the moment of silence observed at the last council meeting on behalf of his grandmother.

 

Motion to lift item 6.c. from table was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 5-0.

Assistant City Solicitor, Robert Weber, spoke about the proposed abatement and answered questions from the Council.

Motion to approve the abatement was made by Councilwoman Gonzalez, seconded by Councilwoman Fonseca. Motion carried 5-0.

 

11.    Adjournment

Motion to adjourn was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Meeting adjourned at 7:10.
