City Clerk, Sonia Grace conducted the roll call. Present were Councilman Ferri, Councilman Figueroa, Councilwoman Fonseca, Councilwoman Racquier, Councilwoman Ristaino-Siegel and Councilman Vaudreuil. Councilwoman Gonzalez was absent. Quorum was present.

Motion to approve the minutes was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier with a amendment to the meeting minutes of June 23 in the public comment section.

5.      Citation of appreciation of the Central Falls City Council to Mr. Jerry Sepulveda and Ms. Nitzia Santiago for their selfless and courageous action on July 6, 2016.

Councilwoman Fonseca explained the acts of the residents who received the citations and congratulated them for their commitment to the community.

6.      Consideration of appointment by Mayor James Diossa

Motion to approve the appointment of Ms. Jackie Parra was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez Motion carried 6-0.

Cynthia DeJesus, Finance Director, answered questions from the Council regarding the budget report.

Motion to approve by Councilwoman Racquier, seconded by Councilwoman Fonseca. Motion carried 6-0.

8.      City Council sitting as the Board of License Commissioners

a.      Hearing, Consideration and Possible Action regarding the following license and license holders (90-day review)

            Mr. Yepes and Perez were present to answer questions from the Council.

Major Daniel Barzykowski of the Central Falls Police Department there has not been any issues since the beginning of the sanction against the business.

Motion to lift restrictions place on La Milonga was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.

b.      Hearing, Consideration and Possible Action regarding the following license and license holders (90-day review)

Major Daniel Barzykowski of the Central Falls Police Department explained that a full review of the business showed no violations.

Motion to lift the restrictions was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 6-0.

c.       Advertised Hearing and Consideration of transfer of Alcoholic Beverages Class B (Victualling) license from Katrina’s Country Kitchen D/B/A Katrina’s Country Kitchen, 502 Roosevelt Ave., Central Falls to Costa Del Sol Restaurant, Inc., D/B/A Costa Del Sol Restaurant, 502 Roosevelt Ave., Central Falls.

Public Hearing: no one from the public spoke during public hearing

Mr. Pedro Acevedo was present to speak about his application and answered questions from the Council.

Motion to approve the transfer of license was made by Councilwoman Racquier, seconded by Councilman Figueroa. Motion carried 6-0.

d.      Consideration of Petition for License

                                            i.       Motion to approve entertainment license application was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 6-0.

ii.–vii. Motion to approve the renewal application was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.

viii. Motion to approve the application of St. Joseph Church was made by Councilman Vaudreuil, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.

ix. Motion to approve the application was made by Councilman Figueroa, seconded by Councilwoman Racquier. Motion carried 6-0.

9.      Ordinance amending “Chapter 20, Fire Prevention, and Chapter 22, Law Enforcement” – First Reading, Consideration (Ferri)

Motion to approve the ordinance was made by Councilwoman Racquier, seconded by Councilwoman Fonseca. Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 6-0.

10.   Ordinance relating to The Central Falls Redevelopment Agency, Redevelopment Area, and Redevelopment Plan” –Public Hearing (Figueroa, by request)

Motion to table was made by Councilman Vaudreuil, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.

11.    Hearing and/or Consideration of Claims

a.      Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation.

                                                              i.      Sarah Gauthier, in the amount of $250,000.00 for alleged personal injuries sustained on or about August 3, 2013 in the City of Central Falls.

b.      Possible Consideration of Claim (a)(i)

Motion to refer claim to RI Interlocal Trust was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.

12.   Consideration of agreement between the City of Central Falls and AFSCME, Council 94, Local 1627

Mr. John Burns, Staff Representative of Council 94 was present to speak in support of the agreement being considered.

Motion to approve the agreement was made by Councilwoman Fonseca, seconded by Councilwoman Racquier. Motion carried 6-0.

13.   Good & Welfare from City Councilors updates, announcements, reports from councilors in regards to community liaisons and events

Councilwoman Fonseca congratulated Colonel James Mendonca and Major Daniel Barzykowski for successfully completing and graduating from the FBI Academy.

Councilwoman Fonseca also announced a job fair on September 21 from 9am-12pm.
