Council President Robert Ferri called the meeting to order at the Central Falls City Council at 6:04pm
Sonia Grace, City Clerk, conducted the roll call. Present were Council President Ferri, Councilman Figueroa, Councilwoman Gonzalez, Councilwoman Racquier, Councilwoman Ristaino-Siegel and Councilman Vaudreuil. Councilwoman Fonseca was absent.
Council President led the Pledge of Allegiance.
Rob Sayre-McCord, Acting Director of the Department of Parks & Recreation: announced three events open to the community: Dr. Martin Luther King Celebration; CF2: Central Falls Community Fitness, a partnership with the Pawtucket YMCA; and Friday Tennis Play Days at Veterans Elementary School.
Al Romanowicz, 303 Central St.- spoke about the proposed state legislation regarding tolls and expressed his opposition.
Representative Jim McLoughlin- spoke about the current legislative session and provided overview of issues that might interest the City Council.
Councilwoman Fonseca entered at 6:07pm.
Motion to table the consideration of the meeting minutes was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion carried 7-0.

Motion to approve the reports and place on file was made by Councilwoman Racquier, seconded by Councilwoman Fonseca. Motion carried 7-0.
Council asked questions about revenue and expenses lines in the finance report.

Mr. Bob Battey, Tax Assessor, was present to provide overview and answer questions from the Council. Mr. Battey requested that abatement for All Property Management be tabled to allow time for final review of the properties certificate of occupancy.
City Solicitor, Matthew Jerzyk also answered questions from Council pertaining to abatements.
Motion to approve the abatements with the exception of item 7 was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 7-0.

Motion to approve the renewal of constable license was made by Councilwoman Gonzalez, seconded by Councilwoman Fonseca. Councilwoman Gonzalez withdrew her motion.
Motion to approve the renewal of constable license was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Councilman Figueroa, Councilwoman Gonzalez, Councilwoman Racquier and Councilwoman Ristaino-Siegel recused from voting. Motion carried 3-0.

Motion to approve the appointment of Matthew Largess as Tree Warden was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca. Motion carried 7-0.
a. Robert Sayre-McCord
Joshua Giraldo, Chief of Staff, spoke in support of the appointment of Mr. Sayre-McCord. He commended him for his commitment to the city.
Motion to approve the appointment was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 7-0.
City Solicitor Matthew Jerzyk provided an overview of the changes in the MOA and answered questions from the Council.
Motion to approve was made by Councilwoman Fonseca, seconded by Councilwoman Racquier. Motion carried. 7-0.
a. Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation.
i. Consolidated action Flanders v. Moreau, et al, C.A. No. PB 10-5615.
ii. Diane Kenney of 535 High St., Central Falls, RI for alleged personal injuries on December 4th, 2015.
iii. Stephanie Souto of 88 Chestnut St., Central Falls, RI in the amount of $350.00 for alleged damages to personal property on August, 11th 2015.
iv. Elbert Monroy of 61 Shawmut Ave., Central Falls, RI in the amount of $2400.00 for alleged damages to personal property on September 1st, 2015. (tabled December 14, 2015)
Motion to enter into executive session was made by Councilman Vaudreuil, seconded by Councilwoman Racquier. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes, Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.
Motion to exit executive session was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca and Councilwoman Racquier. Motion carried 7-0.
b. Possible Consideration of Claims (a)(i)-(iv).
City Solicitor Matthew Jerzyk provided overview of item 13(a)(i). City Clerk, Sonia Grace reported out vote taken in taken in executive session: motion to approve the settlement was made by Councilwoman Gonzalez, seconded Councilwoman Racquier. Vote, taken by roll call, was unanimous to in the affirmative.
Motion to refer claim of Diane Kenney to the RI Interlocal Trust was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca. Motion carried 7-0.
Ms. Stephanie Souto was present to provide overview and details of her claim. City Solicitor Jerzyk explained standing procedure to review of claims related to operations conducted by the Central Falls Police Department.
Motion to deny the claim of Stephanie Souto was made by Councilwoman Racquier, seconded by Councilwoman Fonseca and Councilwoman Ristaino-Siegel. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes, Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.
Mr. Elbert Monroy was present to provide overview and details of his claim. City Solicitor. Solicitor Jerzyk explained standing procedure to review of claims related to operations conducted by the Central Falls Police Department.
Motion to approve claim in the amount of $500.00 was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 7-0.

Motion to approve the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes, Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

Motion to table the consideration of ordinance until next Council meeting was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 7-0.
Councilwoman Ristaino-Siegel requested that citation be written to honor Debbie Pacheco, a resident at Forand Manor who passed away recently.
Motion to adjourn the meeting was made by Councilwoman Ristaino-Siegel, seconded by Councilman Figueroa. Meeting adjourned at 8:11pm.
