Meeting Minutes
Council President Robert Ferri called the meeting to order at the Central Falls City Council at 6:04pm.
1. Roll Call
City Clerk, Sonia Grace, conducted the roll call. Present were Council President Robert Ferri, Councilman Hugo Figueroa, Councilwoman Carlene Fonseca, Councilwoman Stephanie Gonzalez, Councilwoman Tia Ristaino-Siegel and Councilman Ken Vaudreuil. Councilwoman Ann Racquier was absent.
2. Pledge of Allegiance
Council President, Robert Ferri, led the reciting of the Pledge of Allegiance.
3. Public Comment
No one signed up for Public Comment
4. Mayoral Citation to Ginari Riveira, Justina Gonzalez and Euincy Rivera for their selfless action in assisting a fellow resident in January 2016.
Mr. Joshua Giraldo, Chief of Staff, explained that the citation to the youth
Mrs. Tina Sullivan, Executive Director of Central Falls Housing, explained that Ginari Riveira, Justina Gonzalez and Euincy Rivera helped a resident who went for a walk during a rain storm and became disoriented. With the youth’s help, the resident was able to return home at the Central Falls Housing Authority safe and unharmed.
Mr. Giraldo gave each of the youth present a citation.
5. Consideration of Meeting Minutes

Motion to approve the meeting minutes of December 14, 2015 and January 11, 2016 was made by Councilwoman Ristaino-Siegel, seconded by Councilmen Figueroa and Vaudreuil. Motion carried 6-0.
a. City Clerk Department- Report for month of January 2016: Distribution Report
b. Department of Code Enforcement- Report for month of January 2016: Building Division Permits Issued, Complaints Report
c. Finance Department- December 2015 Revenue, January 2016 Expense, January 2016 Capital Improvement Fund
d. Police Department- Report for month of January 2016
Cynthia DeJesus, Finance Director, answered questions from the Council pertaining to the report.
Robert Sayre-McCord, Director of Parks & Recreation answered questions pertaining to the monthly report.
Motion to place reports on file was made by Councilwoman Ristaino-Siegel, seconded by Councilman Vaudreuil. Motion carried 6-0.
a. Abatements Submitted by Tax Assessor
a. Abatements submitted by City Solicitor
Mr. Bob Battey, Tax Assessor, was present to explain the abatements proposed and answer questions from the Council.
Mr. Robert Weber, Assistant City Solicitor, answered questions pertaining to abatements being proposed and explained the process of receivership.
Report was present for public inspection.
Public Hearing:
Mrs. Elaine Partridge, who could not be present, submitted a memo explaining the work described in the report.
Council President Robert Ferri asked questions pertaining to the timeframe for the report.
Motion to approve report and place it on file was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Motion carried 6-0.
a. Consideration of Petition for License
a. Motion to approve the application of Maxi Drug South LP was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Gonzalez. Motion carried 6-0.
b. Motion to approve the application of Dollar Express LLC was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca. Motion carried 6-0.
c. Mr. Joe Ambriano was present to represent Rockwell Amusements.
Motion to approve the application was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 6-0.
Motion to amend the ordinance with Substitute A that included decreasing Caterer license to $100.00 and adding Pool license was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil. Motion carried 6-0.
Public Hearing: no one spoke at Public Hearing.
Motion to approve the ordinance was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez and Councilwoman Ristaino-Siegel. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 6-0.
Introduced
Motion to approve the resolution was made by Councilwoman Gonzalez, seconded by Councilwoman Fonseca. Councilwoman Ristaino-Siegel recused from voting. Motion carried 5-0.
Councilwoman Gonzalez informed the Council that the second annual Women’s Day celebration will be held on Sunday, March 6, 2016, 3-5pm at Navigant Credit Union.
Mr. Robert Sayre-McCord, Director of Parks & Recreation, announced a President’s Day Celebration on Wednesday, February 17, 2016, tentatively scheduled for 5:30pm.
Motion to adjourn was made by Councilwoman Ristaino-Siegel. Meeting adjourned at 6:43pm.
