Council President Bob Ferri called the meeting to order at 6:34pm in the Central Falls City Council Chambers.

 

1.    Roll Call

City Clerk, Sonia Grace conducted the roll call. Present were Councilman Ferri, Councilman Figueroa, Councilwoman Fonseca, Councilwoman Gonzalez, Councilwoman Racquier, Councilwoman Ristaino-Siegel and Councilman Vaudreuil. Quorum was present.

3.   Citation of the City Council Congratulating Rogue & Guillermina Zuniga on the occasion of their 32nd wedding anniversary.

 

4.   Public Comment

No one signed up for public comment.

 

5.   Consideration of meeting minutes of July 11, 2016

Motion to approve the meeting minutes of July 11 was made by Councilwoman Fonseca, seconded by Councilman Vaudreuil and Councilwoman Ristaino-Siegel. Motion carried 6-0. Councilwoman Gonzalez abstained from voting.

 

6.   Consideration of appointment by Mayor James Diossa

Mr. Rodiriguez was present and addressed the Council. Motion to approve the appointment was made by Councilwoman Fonseca, seconded by Councilman Figueroa . Motion carried 7-0.

Mr. Bob Battey was present to speak on the Tax Assessor abatements and additions and answered questions from the Council. Motion to approve the tax assessor abatement was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 7-0.

Mr. Robert Weber, Assistant City Solicitor, was present to speak on the City Solicitor abatement and answered questions from the Council. Mr. Matthew Jerzyk, City Solicitor, also answered question to the Council.

Motion to abate the last two years of the 218-220 Washington St. was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez. Motion carried 7-0.

                                                              i.      Motion to table the application of Mi Tierra was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion carried 7-0.

                                                            ii.      Mr. Bhasin was present to speak of his application. Motion to approve was made by Councilwoman Fonseca, seconded by Councilwoman Gonzalez. Motion carried 7-0.

                                                          iii.      Representatives from CACD spoke about the event and answered questions from the council. Begin with soccer and continue with music. Motion to approve Councilwoman Fonseca, seconded by Councilman Vaudreuil and Councilwoman Gonzalez. Motion carried 7-0.

 

b.   Consideration of special permit for use of Jenks Park

i.. Mr. Joshua Giraldo, Chief of Staff and representative of the Central Falls Alumni Association was present to speak. Motion to approve was made by Councilman Figueroa, seconded by Councilwoman Racquier. Motion carried 6-0. Councilwoman Gonzalez recused from voting.

 

ii. A representative from Iglesia Sam Jorge was present to speak about the application. Motion to approve the application was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion carried 7-0.

 

10. Ordinance amending “Chapter 20, Fire Prevention, and Chapter 22, Law Enforcement” –Second Reading, Consideration (Ferri)

City Solicitor Matt Jerzyk answered questions from the Council regarding the ordinance and the work that lead to the changes.

Motion to approve the ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 7-0.

 

 

11.  Hearing and/or Consideration of Claims

a.      Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to litigation or work sessions pertaining to litigation.

                                                              i.      Jose Plaza, Emanuel Torres and Isha Roldan for alleged injuries sustained on or about July 5, 2016 in the city of Central Falls.

                                                            ii.      Hector DeJesus in the amount of $500,000.00 for alleged personal injuries sustained on or about March 9, 2016 in the city of Central Falls.

                                                          iii.      Amica Insurance Company on behalf of John Carroll in amount of $1332.67 for alleged damages to personal property sustained on June 23, 2016.

City Council did not enter into Executive Session.

 

b.      Possible Consideration of Claim (a)(i.-iii.)

                                                              i.      Motion to refer the claim to RI Interlocal Trust was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Motion carried 7-0.

                                                            ii.      Motion to refer the claim to RI Interlocal Trust was made by Councilman Vaudreuil, seconded by Councilwoman Gonzalez. Motion carried 7-0.

                                                          iii.      Motion to approve payment of claim was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion carried 7-0.

 

12.  Good & Welfare from City Councilors updates, announcements, reports from councilors in regards to community liaisons and events

 

Mr. Giraldo invited the Council to Field Day on August 11 and the Central Falls Car Show in September.

Councilwoman Ristaino-Siegel invited the Council to the Central Falls Lyons Club Warpath challenge on September 24.

 

13.  Adjournment

Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Meeting adjourned at 7:28pm.
