Meeting Minutes
Council President Robert Ferri called the Central Falls City Council meeting to order at 6:03 pm at the Central Falls Council Chambers.
1. Roll Call
Roll call was conducted by City Clerk, Sonia Grace. Present were Councilors Robert Ferri, Hugo Figueroa, Carlen eStephanie Gonzalez, Ann Racquier, and Tia Ristaino-Siegel.
2. Pledge of Allegiance
Pledge of Allegiance was led by Council President Robert Ferri.
3. Public Comment
Thomas Lazieh, 1072 Lonsdale Ave.- spoke about the licenses on the agenda and asked questions of the council reports.

Mr. Joseph Raheb, attorney, was present to speak on behalf of license applicant.
Council President Ferri spoke on the license in question and explained work done to date.
Councilman Vaudreuil proposed an ordinance amendment to the chapter pertaining to Liquor Licenses.
Councilors asked questions of City Solicitor, Matthew Jerzyk, about the license and the ordinance amendment.
Motion to postpone hearing for renewal and transfer was made by Councilman Vaudreuil, seconded by Councilwoman Racquier. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes.

Motion to approve the license transfer was made by ***, seconded by Councilman Figueroa. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes.

Motion to table the application of China House was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier. Motion carried 7-0.
Motion to approve the application of Dollar Express was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier and Councilwoman Gonzalez. Motion carried 7-0.
Motion to approve the application for entertainment license with the list of two jukeboxes and the pool table license with the limit of 2 pool tables was made by Councilwoman Ristaino-Siegel, seconded by Councilman Vaudreuil. Motion carried 7-0.
1. Consideration of Claims
a. Possible Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to collective bargaining or litigation, or work sessions pertaining to collective bargaining or litigation
b. John Carroll of 21 Olympia Ave, Pawtucket, in the amount of $218.18, for alleged damages to personal property on October 6, 2015.
Mr. John Carroll was present to speak on the incident that took place on October 6, 2015. Mr. Carroll answered questions from the Council.
Motion to approve the claim was made by Councilwoman Gonzalez, seconded by Councilwoman Racquier, and Councilman Figueroa. Motion carried 7-0.
2. Ordinance amending “Noise in Central Falls” – Third Reading and/or Consideration (Ferri), continued from October 14 2015
Council President Ferri delivered an amended version of the ordinance. He explained the review process and gave an overview of the changes.
Colonel James Mendonca, Chief of the Central Falls Police Department, spoke in support of the proposed changes and requested two additional changes.
Council engaged in discussion of the amended ordinance and asked questions of City Solicitor Matthew Jerzyk.
Motion to substitute current ordinance with one presented to Council was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes.
Motion to amend ordinance to add hours enforcement from 9pm-7am was made by Councilwoman Fonseca.
Councilwoman Fonseca withdraws motion.
Motion to amend section 26-114 with the following changes: add words third and any subsequent violations was made by Councilwoman Racquier, seconded by Councilwoman Ristaino-Siegel. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: no; Councilwoman Fonseca: yes; Councilwoman Gonzalez: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes. Motion carried 6-1.
Motion to approve amended substitute ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: no; Councilwoman Fonseca: yes; Councilwoman Gonzalez: no; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes; Councilman Vaudreuil: yes.

Motion to adjourn was made by Councilwoman Gonzalez, seconded by Councilwoman Ristaino-Siegel. Meeting adjourned at 7:20pm.
