Council President Ferri called the meeting of the Central Falls City Council to order at 6:04pm
1. Roll Call
Sonia Grace, City Clerk, conducted the roll call. Present were Council President Ferri, Councilman Figueroa, Councilwoman Fonseca Councilwoman Gonzalez, Councilwoman Racquier, and Councilwoman Ristaino-Siegel and Councilman Vaudreuil. Councilwoman Gonzalez absent. Quorum was present.
2. Pledge of Allegiance
Council President Ferri led the Pledge of Allegiance
3. Citation of the City Council Congratulating Theresa Lila Agonia for winning the Miss Rhode Island USA 2016 Competition. (Ferri)
Council President Ferri described the accomplishments of Ms. Agonia.
4. Citation of the City Council Congratulating Mr. & Mrs. Roland Masterson on the occasion of their 64th wedding anniversary. (Ferri)
Council President Ferri described the citation to be given to Mr. & Mrs. Masterson.
5. Public Comment
Al Romanowicz of 303 Central St: Spoke about the Lions Club Warpath to take place on September 24, 2016 and requested the Council’s support.
Cynthia Muhlbach, the new Executive Director of the Adams Memorial Library, introduced herself to the City Council, and asked that the City’s annual contribution to the library be made promptly.
6. Receipt of Department Financial Reports

Council asked questions of Ms. Cynthia DeJesus, Finance Director, and Colonel James Mendonca, Chief of Police regarding their reports.

Motion to table items 7a, 7b and 7c until October 26, 2015 was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 6-0.

Macomber Field to River Island, September 24, 2016: 9:00am-12:00pm
Councilwoman Ristaino-Siegel and Councilwoman Racquier recused from the discussion and left the Council meeting.
Motion to approve the petition was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca. Motion carried 4-0.
9. Consideration of petition for the Verizon New England Inc. to excavate a 6’ x 6’ splice pit at the intersection of Crossman Street and Earle Street.
Motion to approve the petition was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Motion carried 6-0.
10. Consideration of Claims
a. Executive Session pursuant to R.I.G.L § 42-46-5 (a)(2), pertaining to collective bargaining or litigation, or work sessions pertaining to collective bargaining or litigation
b. Matthew F. Neary of 187 Oakdale Ave, Pawtucket, for alleged damages to personal property on August 4, 2015.
Mr. Matthew Neary was present and spoke about the incident that led to the claim.
Motion to approve the claim was made by Councilman Vaudreuil, seconded by Councilwoman Fonseca and Councilwoman Ristaino-Siegel. Motion carried 6-0.
11. Ordinance amending Chapter 12, “Businesses”-Second Reading, Public Hearing and Consideration (Fonseca)
Council asked question of City Clerk, Sonia Grace and City Solicitor, Matthew Jerzyk.
Motion to hereafter underline the entirety of Article X and amend section 12-422 to read “It is the intent of this ordinance that all fees and fines collected by the city hereunder shall be used by the Police Department for the purpose of conducting tobacco product and/or licensing compliance checks” was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Fonseca. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes. Motion carried 6-0.
Motion to approve the entire ordinance was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Roll call vote: Councilman Ferri: yes; Councilman Figueroa: yes; Councilwoman Fonseca: yes; Councilwoman Racquier: yes; Councilwoman Ristaino-Siegel: yes. Motion carried 6-0.
12. Ordinance amending “Noise in Central Falls” – First Reading and Consideration (Ferri)
Motion to table was made by Councilwoman Fonseca, seconded by Councilman Figueroa. Motion carried 6-0.
13. Good & Welfare from City Councilors- updates, announcements, reports from councilors in regards to community liaisons and events
No updates were given.
14. Adjournment
Motion to adjourn was made by Councilwoman Ristaino-Siegel, seconded by Councilwoman Racquier. Meeting adjourned at 7:22pm.
